Longwood University invites qualified applicants to apply for the position of Senior Contracting Officer / Procurement Officer II in Procurement Services. The position of Senior Contracting Officer reports to the Director of Procurement Services.

Essential Duties and Responsibilities:

perform moderate, advanced, and complex procurements

perform various methods of formal and informal procurements to include but not limited to IFB, two-step IFB, RFP; sole source, emergency and cooperative procurements

procure various goods and services including procurement of information technology, construction and professional services

confer with university departments and management regarding requirements, specifications, and deliverables

advise departments and management on SWaM requirements

advise departments and management on state and internal procurement policies and procedures

provide vendor sources

conduct pre-bid and pre-proposal meetings

receive bids and proposals

evaluate bids and proposals

conduct contract negotiations

provide lead supervision of designated procurement staff members

approve purchase requisitions

approve charge card transactions

act in place of the Director in the Director's absence

Job Requirements:

The successful candidate will possess:

High School diploma or equivalent

experience procuring various goods and services

experience preparing and completing invitations for bid (IFB) and request for proposals (RFP)

knowledge of procurement and contract law

knowledge of procurement principles and concepts

knowledge of the procurement cycle

knowledge of procurement methods

knowledge of the Virginia Public Procurement Act (VPPA) and Agency Procurement and Surplus Property Manual (APSPM)

knowledge of Rules Governing Procurement of Goods, Services, Insurance and Construction by a Public Institution of Higher Education of the Commonwealth of Virginia

knowledge of the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and their Vendors

knowledge of the Commonwealth of Virginia Accounting Policies and Procedures (CAPP) Manual

knowledge of the Commonwealth of Virginia small purchase charge card (SPCC) program

knowledge of the Commonwealth of Virginia Buy IT Manual

knowledge of the Commonwealth of Virginia Construction and Professional Services Manual (CPSM)

knowledge of the Commonwealth of Virginia Electronic Procurement System (eVA)

Virginia Contract Officer (VCO) certification or ability to obtain VCO certification within two years of hire

knowledge of Microsoft Office applications including but not limited to Word, Excel, PowerPoint and Outlook

strong computer, organizational, and customer service skills

strong written and oral communication skills

ability to effectively multitask

ability to effectively supervise others

ability to successfully work with a team and individually

Additional Information:

This is a full-time, classified, exempt position in a pay band 5. Salary will be commensurate with experience. Commonwealth of Virginia benefits accompany this position. A successful fingerprint based criminal background investigation is required. The selected candidate must complete a Statement of Economic Interests.
