You shall utilize your understanding of FAR and DFAR regulations to assist with contract and acquisition management, such as the composition and review of proposal documents, technical SOWs, assessments, interagency agreements, execution plans and RFP services throughout the program lifecycle.

You shall also demonstrate your understanding of resource management by monitoring and managing program resources using frameworks such as PPBE (Planning, Programming, Budgeting, Execution), Earned Value Management, cost-schedule-performance, etc.

This position is an onsite role and shall support NGA out of their NCE Campus in Springfield, VA.


In this position, you shall be expected to:

  • Provide expertise and advisory support to NGA seniors and program managers on the Analytic Services Project (AS) under Analysis Integrated Program Office (IPA).
  • Assist the government program manager with oversight on project integration, testing, interoperability, analysis and associated infrastructures.
  • Maintain uptodate status and progress of all programs and projects, through periodic and formal reviews as well as informal meetings; technical exchanges and reporting.
  • Track performance progress; report and coordinate measures for additional operational, resource, and financial planning activities.
  • Maintain the AS roadmap following NGA prescribed policies.
  • Conduct briefings and Technical Exchange Meetings (TEMs).
  • Conduct analysis and risk assessments on ASC development activities.
  • Create and modify documentation to support program milestones.
  • Provide comprehensive program and contract management support to include requirements analysis, acquisition strategy development, technical planning, risk assessment/decision support, and organization assessments and recommendations.
  • Provide general and tailored expertise to support and assess systems engineering and systems integration tasks.
  • Provide development and design performance and progress assessments and recommendations.
  • Support AS IV&V activities.
  • Assess the availability and applicability of new and emerging technology and how it can be applied to AS and the NSG.
  • Review the systems engineering processes and evaluate technology options and utilization opportunities.
  • Monitor and report on contract performance, including support in the areas of earned value management, integrated baseline reviews and program status reviews, and technical exchanges.
  • Assist in defining requirements, assist in developing and preparing acquisition strategies, in accordance with stated policies, and procedures.
  • Conduct Analysis of Alternatives (AoA) of proposed operational and technical solutions.
  • Develop Program Office responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
  • Prepare independent technical white papers, as necessary to provide ASC government program with additional guidance, insight, or highlight potential problems with current program.
  • Work closely with DoD and mission partners to define future architectures and assess internal and external needs to develop potential capabilities to meet the customer's enterprise architecture.
  • Ensure the approved architecture is defined, developed and captured at the enterprise level.
  • Support planning, programming, budgeting relating the architecture and engineering to budget execution and POM.
