Duties:


  • Interprets and oversees the implementation of regulations and policies from higher headquarters and develops internal Center policies based on these guidelines.
  • Responsible for management and administration of the Center's career development programs.
  • Incumbent is responsible for the planning, development, evaluation and reporting of a program designed to train and develop employees to satisfy immediate as well as long range, professional, managerial, and administrative needs of the Center.
  • Provides advice and guidance to managers and employees regarding education and training.
  • Plans, develops, conducts, and directs management studies and surveys with primary emphasis on mission assignments, organizational development, and civilian and manpower staffing.

  • Requires a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 31
  • Temporary Duty Travel (TDY) 25%

Specialized Experience:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) processing human resource and manpower actions; 2) preparing changes to organizational structures and charts to implement reorganizations or changes in funding; and 3) collaborating with external offices to support organization.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.

This position is covered by control points to account for variances in position responsibilities within the broadband.

The Control Point for this position NH-03 Program Analyst is $99,200 to $153,354 including locality at the rate of 33.26%.

Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
