    POSITION: Mental Health Professional

    SALARY: $26.50-$30.72, per hour DOE

    REPORTS TO: ECE Program Manager

    LOCATION: ECE Reservation Wide

    Basic Functions: Provides a wide range of prevention and early intervention services to infants, young children, and their families using trauma-informed and culturally relevant approaches. Collaborate with CCT ECE/HS/EHS Program Specialists and Teaching Staff to meet the behavioral/emotional/mental health needs of children (age's birth to five years) and families served by CCT ECE/HS/EHS Program to promote school readiness. Responsible for managing and implementing staff wellness policies, procedures, and wellness plans for all staff. Incumbent will assist CCT ECE/HS/ECE Specialists in coaching staff in job duties as related to mental health supports. Responsible for facilitating access to additional community resources and services as related directly to mental health and behavior services for children, families and staff. Provide consultation, therapy, and case management. Responsible for providing parenting classes to CCT ECE/HS/EHS families in collaboration with CCT ECE/HS/EHS Specialists.

    Qualifications

    MINIMUM QUALIFICATIONS:

    Education and Training:

  • Preferred: Master's Degree in Mental Health Counseling, Psychology, Sociology, Social Work, Early Childhood Education, Special Education, Behavioral Therapy, Counseling Psychology, Professional Counseling, or Marriage and Family Therapy or closely related degree from a regionally accredited college or university and by an accrediting body which meets any U.S. State or jurisdiction licensing requirements for a professional mental health counselor or therapist with a minimum of Three (3) years direct work experience in a mental health setting providing prevention services and/or mental health therapy to children and families and a Washington State Certification in Counseling or field related to Behavioral Therapy, OR
  • BA or advanced degree in a field related to this position with at least 10 years of Early Childhood Education Experience.
  • Requires 12 months experience working directly with children ages birth to five and families.
  • Requires current unrestricted licensure at the independent level as a clinical mental health therapist in any U.S. State or jurisdiction. Acceptable independent licensures include Licensed Independent or Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Mental Health Counselor, Licensed Marriage and Family Therapist, etc.
  • Requires Valid Washington State Driver's License, Class "C" CDL with Passenger and Student Endorsements preferred.
  • Must be eligible for the Tribe's vehicle insurance and to maintain same throughout employment.
  • Requires CPR/1st Aid to be obtained within 90 days of hire, Washington State Food Worker Card to be obtained within 10 days of hire, HIV/Blood Borne Pathogens Training to be obtained within 6 months of hire, Mandatory Reporter Training to be obtained within 10 days of hire, and CLASS certification to be obtained within 6 months of hire.
  • Requires annual physical and TB test (Must obtain Physical and verification of negative TB Test or Chest X-ray prior to employment.)
  • MUST submit copies of diplomas, transcripts, licensures, or registrations that pertain to the position with application.
  • Knowledge, Skills, and Abilities:

  • Requires knowledge of the principles of best practice in infant/early childhood mental health.
  • Requires knowledge of the methods used in an early childhood educational setting to improve behavior and work with mental health needs for children.
  • Requires prior work experience in confidential health services and a commitment to confidentiality of all records, materials, and communications concerning, families and children, other program staff and professionals or other areas that may impact the operation of the program.
  • Requires experience formulating and writing assessments and support plans, preferably for young children.
  • Requires experience with evidence based practices and curricula to promote early childhood mental health is desirable, e.g., Incredible Years, Parents as Teachers.
  • Requires work experience demonstrating experience developing, maintaining positive, fair, and professional relationships with co-workers/peers, subordinates, supervisors, collaborative partners, and government agencies.
  • Requires knowledge of how an educational system operates and the necessary Federal and State critical components that are involved within its operation.
  • Requires knowledge of governmental regulations associated with IEP's and IFSP's.
  • Must possess a basic understanding of the scope of the Head Start effort and Trauma informed practices.
  • Requires familiarity with Head Start Program Performance Standards and processes needed to inform program operations for continuous improvement.
  • Requires familiarity with Head Start Early Learning Outcomes Framework.
  • Requires familiarity with CLASS Observation Tool.
  • Requires knowledge of Ages and Stages Screening Tools.
  • Must have excellent written and verbal communication skills and possess the ability to read, analyze, and interpret complex documents.
  • Must have the ability to write reports, actions plans, education plans, family plans, and other documents that support continuous program improvement.
  • Requires knowledge of remote learning and support techniques using technology and printed materials.
  • Requires knowledge of or willingness to obtain knowledge of local Tribal Culture, Traditions, and practices.
  • Requires knowledge of diversity in rural America and specifically on Indian reservations.
  • Requires knowledge of the various techniques used to help individuals who are emotionally, mentally, physically, or developmentally disabled.
  • Requires knowledge of Tribal, State, and Federal mental health service systems.
  • Requires knowledge of analyzing and applying effective conflict resolution.
  • Requires strong organization, communication, and interpersonal skills.
  • Requires a knowledge of and commitment to adhere to the professional code of ethics for respective profession.
  • Requires knowledge of Tribal, State, and Federal standards and licensure requirements.
  • Requires skill in the use of computers and associated software (ChildPlus, TSGOLD, and Microsoft Office) as it relates to the duties of the position.
  • Must demonstrate a strong working knowledge of the essential principles and evidence-based practice of clinical mental health therapy.
  • Requires ability to emphasize integration of behavior and mental health therapies within the general educational curriculum.
  • Requires ability to plan, organize and implement intervention strategies using the continuum of service delivery approach in accordance with student's needs.
  • Requires ability to interpret assessment results and uses the results to develop behavior intervention plans and strategies.
  • Requires ability to maintain records of children's activities and progress.
  • Requires ability to engage in decision-making with other collaborators in regards to writing goals and objectives for an Individualized Education Plans or Individualized Family Service Plans.
  • Requires ability to work as part of a team and in a multidisciplinary team model
  • Requires ability to facilitate transition among agencies, programs, and other professionals as service provision changes occur. (i.e. going from Early Childhood to Head Start to the Elementary School).
  • Requires ability to work in an environment where frequent interruptions occur and priorities are often shifted.
  • Requires excellent written and verbal communication skills along with human relation skills with both children and adults
  • Requires ability to coordinate with other programs and facilitate access to additional community resources and services.
  • Requires ability to conduct screenings, assessments, and referrals using program screening tools.
  • Requires ability to maintain strict confidentiality.
  • Requires ability to use multiple Assessment and information data bases.
  • Requires ability to work with considerable independence.
  • Requires ability to manage physically active children ages 3 to 5, including guiding, pursuing, restraining, and withstanding sudden movements.
  • Requires ability to relate well to, and coordinate with the population served within the CCT ECE/HS/EHS Program and with community partners, local education agencies, and tribal programs.
  • Requires ability to contribute to CCT ECE/HS/EHS program in a positive and productive manner with reliability, patience, and consistency.
  • Requires the ability to analyze and apply effective conflict resolution.
  • Requires the ability to work with a team that will provide intervention/prevention services and support to CCT ECE/HS/EHS staff and families.
  • Requires the ability to work under tense, demanding, and sometimes stressful situations.
  • Requires strong organization, communication, and interpersonal skills.
  • Requires the ability to function in indoors and outside environments.
  • Requires ability to function effectively in classroom and outside play environments, engaged in work of a moderately active nature.
  • Requires ability to stand, walk and sit upright on a floor-level surface for extended periods of time and to lift, push and pull light to medium objects on an occasional basis.
  • Requires personal appearance, grooming, attitudes, and language patters that provide a suitable example to children.
  • Requires sufficient hearing and speaking skills to project voice and communicate with staff in a classroom setting and in one-on-one conversations.
  • Requires visual acuity to read printed materials and computer screens, observe students perform assignments and observe moving objects and events.
  • Requires the ability to grasp, reach, push, and pull and move light weight work materials and supplies.
  • Requires the ability to occasionally lift up to 50 pounds.
  • Requires sufficient arm, hand, finger dexterity to use a personal computer keyboard, multimedia, and other office equipment.
  • Requires the ability to work flexible and on-call hours, evenings, weekends, and holidays as work dictates for parent engagement and support activities.
  • Head Start/Early Head Start setting may include time on the school bus, playground, classroom or office.
  • Work will include in-home visits.
  • Requires ability to drive in inclement weather.
