    Summary The incumbent is the Social Work Program Coordinator assigned to the Social Work Service Line.

    The incumbent is responsible for the professional and administrative management of the Veteran Directed Care (VDC) in the Central Iowa VA catchment area.

    Driving in the community is required. Manage and control the use of data related to all programs regarding day to day functioning and program evaluation.

    Carry out program coordination responsibilities, in conjunction with the Social Work Service (SWS) Chief/Supervisor and Extended Care and Rehabilitation Service Line.

    Plan, organize, and direct administrative and oversight activities for all programs under his/her responsibility.

    Assist in planning, establishing, and implementing policies and procedures; developing program goals and objectives as well as monitoring, operating, evaluating, coordinating, and daily operations of the assigned programs to ensure Veteran access to purchased home and community service.

    Act as liaison with community providers, identification of community resources, staff education on program services, referral processes, and the development, evaluation, and communication of standards, policies, and procedures.

    Act as team leader for all annual inspections ensuring contracted agencies are within State, Federal, and VA regulations, inter-disciplinary team meetings, and assist with any and all congressional inquiries and problem areas within each of these programs.

    Provide administrative, technical, budgetary monitoring and oversight necessary for accomplishing the program coordination and management functions for the VDC program.

    Perform a wide range of services and technical assistance to state, local, and private agencies.

    Use sound judgment in the interpretation of trends and patterns, the application of guidelines, and the recommendation of program enhancements.

    Perform work related to the review, monitoring, analysis, planning, and assessment of each program under his/her authority as well as quality improvement aspects.

    Responsible for key project activities related to the planning, development, and implementation of the project component. Responsible for weekly, monthly, and quarterly meetings and reports respective to each assigned program. Develop and implement information systems to track service activities including visits, referrals, patient demographics, and patient satisfaction.

    Responsible for scheduling, organizing, and inspecting of community provider facilities of each program respectively and completion of appropriate required reports and follow-up to ensure program operation.

    Responsible for the development, coordination, selection, and evaluation of VDC in the Central Iowa VA catchment area; implementation and application of VA guidelines to ensure standards maintained promote health, safety, welfare, and satisfaction of the Veteran receiving community services; coordination of annual inspections and appropriate oversight to ensure compliance with all VA guidelines; assurance of optimal qualitative/quantitative clinical program services via interdisciplinary collaboration, program development, and effective utilization of VA/community resources to provide appropriate services and patient advocacy.

    Provide social work on call coverage on a rotation basis on evenings, weekends, and holidays to accommodate patient needs.


    Work Schedule:

    Qualifications Basic Requirements:
    The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law , enacted November 1, 2000.

    To qualify for appointment as a social worker in VHA, all applicants must meet the following:
    Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education.

    Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).

    Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.

    A doctoral degree in social work may not be substituted for the master's degree in social work.

    Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work.

    Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

    Grade Determinations:
    Social Worker (Program Coordinator), GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

    Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

    Licensure/Certification.

    Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

    (Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume.) Demonstrated Knowledge, Skills, and Abilities.

    In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    (document with written demonstration of KSAs must be included with application, see required documents section) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice.
