    The Nuclear Nonproliferation Division (NND) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation project support and management to research and development (R&D) pertaining to nuclear materials processing, management, and transportation.

    The Transportation Security Engineering and Analysis Group (TSEA) group within NND at ORNL seeks applications for a Transportation Security Operations Specialist.

    We seek candidates demonstrating experience with domestic transportation security operations and national transportation requirement interfaces.

    The activities are primarily sponsored by the National Nuclear Security Administration (NNSA) Office of Global Material Security (GMS), but the candidate may be engaged with projects funded by other DOE/NNSA offices or other government agencies such as the Department of State (DOS), Defense Threat Reduction Agency (DTRA), Department of Transportation (DOT), and Department of Homeland Security (DHS).

    If successful, the candidate will develop, manage and execute project work.


    Major Duties/Responsibilities:
    Assess and improve U.S. domestic and regional transportation security capabilities.

    This includes work with regulators, carriers, response personnel, facility officials, and other stakeholders having stewardship of high-risk materials, including nuclear and radioactive material.

    Apply knowledge of nuclear and radioactive material supply chains to actively identify potential security gaps, design or propose measures to correct those gaps, and interface with government and industry to improve security of high-risk materials in transport.

    Coordinate extensively with federal sponsors, domestic and international partners, national laboratory colleagues, nuclear and radioactive material transport industry, and other subject matter experts.

    Travel to support domestic and international engagements related to work scope, including leading and facilitating trainings, workshops, exercises, technical exchanges, and meetings.

    Track and control schedule, budget, and costs for project activities.
    Analyze data and information to assess the need for, progress of, or outcome of project work.

    Remain current on all relevant federal- and laboratory-required training related to travel, safety, and security, and maintain a strong commitment to the safe implementation of project work.

    Basic Qualifications:
    B.S.

    degree in a relevant technical field readying the candidate for transportation security of nuclear and radioactive material domestically and internationally and 5 years' related experience.

    An equivalent combination of education and experience may be considered.
    Leadership qualities commensurate with experience. The candidate will be expected to lead teams (domestically and internationally) and will often work independently of direct supervision.
    Responsibility and responsiveness are required. This job includes flexible scheduling, and the need for domestic and international travel. The successful candidate must demonstrate their ability to set priorities, meet milestones, and remain accountable regardless of physical location.

    Excellent written and verbal communication skills are required to interact with colleagues, sponsors and vendor personnel; this includes a commitment to respectful and inclusive language.

    This job will regularly require the preparation of reports and presentations, as well as conference publications.

    The successful candidate will use their letter of interest for this position as a writing sample that clearly illustrates their particular skill set, highlighting examples of work product, leadership and problem-solving.

    A high level of facility with MS Office products including Word, Excel, Power Point and Teams is required. Experience with legal research platforms such as Lexis Nexis is desirable.


    Preferred Qualifications:


    Working knowledge of Nuclear Regulatory Commission (NRC), Department of Transport (DOT), and Department of Homeland Security (DHS) regulations and requirements for the secure transport of nuclear and radioactive material.

    Working knowledge of International Atomic Energy Agency (IAEA) recommendations and guidance: NSS Nos. 14, 9-G Rev. 1, 13, and 26-G.
    Senior-level experience in direct transportation operations.
    Direct experience working with international partners in international settings is preferred.
    Working knowledge of the mission of DOE/NNSA Office of International Nuclear Security (INS) and Office of Radiological Security (ORS).

    Current experience with stakeholders; state governmental agencies, law enforcement organizations, radioactive source industry (including producers, carriers, and forwarders), and relevant professional associations.

    Q clearance:
    This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
