Duties:


  • The Division Chief will report to an Assistant Director and applicable Deputy Assistant Director and provide mentoring and leadership to all subordinate personnel.
  • Responsibilities include leading a diverse multitechnology research, development, and technology integration Division.
  • Responsible for the creation of new programs, the development and identification of novel technical solutions to address existing and emerging Army needs, and the identification of important and relevant new discoveries to meet military requirements.
  • Incumbent will align resources, technical personnel, and technology evaluation support to meet Army goals and deliver transitional technologies and solutions to Army customers.
  • Manages the full range of planning, defining, programming, coordinating, and executing programs within their assigned division.
  • Responds to resource actions, customer queries on progress/status.
  • Presents briefings in multiple forums, both inside and outside the C5ISR Center.
  • Advises senior leadership at the Demo Band 5, Senior Executive Service (SES), and/or Flag Officer levels.
  • Responsible for directing applied research efforts in Imaging and Optics Technology, Image Processing and Algorithms, and Embedded Processing hardware development for integration into Army sensor systems.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of occasional travel less than 25 % of the time.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.

Note:
Waiver is position specific and must be approved prior to being appointed to the position.

  • This position requires a 3year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • Selectee must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
  • One year supervisory trial/probationary period may be required unless previously completed.

This position is being filled under the Direct Hire Authority (DHA) Bachelors Degrees for Scientific and Engineering Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020.

Who May Apply: US Citizens

  • One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB03 pay band (GS13/14 level) in the Federal Service. Includes experience in planning and leading complex applied research, advanced technology and/or engineering initiatives and programs in imaging and optics technology, image processing and algorithm development, or embedded image processing hardware and firmware. Includes experience identifying courses of action to solve technical and strategic problems and managing resources, developing technology roadmaps and new project proposals, managing technical research efforts for transition to acquisition organizations and external customers. Includes experience supporting Army and DoD research in new and emerging imaging and image processing technology and preparing technical correspondence and using oral communication skills to discuss complex technical issues with both technical experts, and nonexpert senior leaders (GO/SES).

Basic Education Requirement for an Engineer (0801):
A


Degree:
Bachelor's degree (or higher degree) in engineering.

To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);

  • OR
- (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials
