  • The Administration for Children's Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
  • In 2017, ACS established the Division of Child and Family Well-Being (CFWB) to develop innovative primary prevention programs that serve families in NYC. Rooted in the belief that all New Yorkers should have access to quality resources and opportunities that enhance their capacity to thrive, CFWB provides direct connections to primary supports for families to improve the wellbeing of children and families and by extension, their communities. CFWB also provides access to quality resources and opportunities that promote child and family wellbeing, enhance families' capacity to thrive, and helps minimize child welfare system involvement.
  • The Office of Community Engagement & Partnerships (OCEP), within ACS' Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the community's awareness of ACS' programs, services and campaigns; 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS' contract agencies; 3) Organize and convene the community through ACS' 11 Community Partnership Programs and 3 Family Enrichment Center (FEC) networks; and 4) Build new partnerships that help to support equity and family safety, stability, and wellbeing.
  • OCEP builds social capital through its externally facing strategies by 1) deepening the community's awareness of ACS' programs and services; 2) supporting ACSfunded coalitions and planning bodies; and 3) building local and citywide partnerships, with a focus on promoting primary prevention and child and family wellbeing strategies. ACS, through OCEP, has established a presence in key City communities, with the leadership of the outgoing employee who successfully developed strong partnerships with a range of community groups and organizations.
  • Job Duties:
  • Program Leadership and Oversight
  • Lead and oversee the startup and ongoing implementation of the FECs, ensuring alignment with ACS's primary prevention goals, while ensuring highquality execution of programs
  • Oversee all areas of program development, program and contract management, procurement and budget
  • Collaborate with internal Divisions such as Finance, IT, Procurement and External Affairs
  • Lead operational and fiscal functions to ensure program accountability
  • Provide transformational leadership to program staff; managing professional development, and coaching to support a collaborative, innovative, and highperforming team, and culture
  • Oversee the development of standards, tools, resources and training processes to ensure a successful FEC expansion with optimal model fidelity
  • Prepare presentationready communication and regular progress reports; share and present updates on program metrics

  • Serve as a key member of OCEP's management team, contributing to the execution of the Unit's organizational strategy and goals
  • Build consensus, inspire ongoing support and participation with internal peers and external stakeholders
  • Foster strategic, crossfunctional collaborations with key ACS senior leaders within OCEP and across the agency
  • Community Building, External Relations and Resource Development
  • Partner with the leadership on designing external publicfacing materials
  • Identify forums and other settings in which to showcase programmatic accomplishments, using a QA/QI lens
  • Work closely with the Assistant Commissioner to identify financial or other supports to maximize the FEC practice internally and externally
  • Cultivate and maintain relationships with key resource partners, public and private to support the FECs' mission
  • Identify opportunities for crosssite collaboration with local and national communitybuilding/family strengthening initiatives
  • Engage with leaders in the sector to share insights and best practices, staying abreast of new priorities and initiatives and contributing to the broader field
