    Description

    Job Purpose & Position Overview

    The Contract and Procurement Specialist will serve as the principal contract official and procurement associate providing high-level management and administration to achieve project goals. The Contract and Procurement Specialist will work closely with WCHS staff and partner organizations on all levels ensuring compliance with all relevant guidelines and regulations.

    Specific Job Duties/Responsibilities:
    • Demonstrate the WCHS core Mission, Vision and Values
    • Provide leadership and oversight to ensure seamless, integrated coordination among departments for contracts from project development through award, implementation, reporting, and invoicing.
    • Review and analyze contract terms, identifying potential risks, discrepancies, and opportunities for cost savings or process improvements.
    • Monitor contract performance and compliance, ensuring all parties fulfill their obligations and contractual requirements.
    • Monitor and evaluate the contract processes with a focus on continuous improvement and helping to identify and deploy solutions to constantly improve the internal processes.
    • Maintain accurate and up-to-date contract records and documentation, including contract changes, renewals, and amendments.
    • Coordinate and oversee the process to resolve any contractual disputes or issues that may arise, working closely with stakeholders to find mutually beneficial solutions.
    • Responsible for management and optimal utilization of a CLM system for tracking and managing contracts, procurement, deliverables, and other renewing business documents.
    • Create and maintain electronic repository of all official versions of contracts including accurate and complete records of all activities associated with each.
    • Track and coordinate the renewal of licenses, vendor contracts, business insurance coverages and contracts with outside insurance providers, in coordination with appropriate staff.
    • Coordinate with appropriate staff to ensure all procurement activities comply with company policies and regulations and ensure goods and services are acquired in an efficient and cost-effective manner.
    • Continuously assess and enhance the efficiency of the procurement process, identifying areas for improvement and implementing streamlined workflows
    • Assist stakeholders in conducting thorough market research to identify potential vendors and suppliers, evaluate their capabilities, and make recommendations.
    • Assist and coordinate with staff to generate professional proposal materials illustrating WCHS value proposition to potential clients, consultants, and vendors.
    • Coordinate with internal staff to monitor work throughout the proposed project ensuring all requirements, milestones, and timelines are met, and compliance with reporting and legal requirements, and fulfillment of contractual and budget obligations.
    • Work with different departments within the company to identify the appropriate subject matter experts and convene teams as necessary for their contributions to the proposal development and response.
    • Act as the primary point of contact for contract and presale proposal related inquiries, both internally and externally, providing clear and concise information to stakeholders.
    • Develop and maintain a library of standard proposal documents for future reuse.
    • Assist staff with pre/post-bid meetings, scoring metrics, and other proposal needs as requested.
    • Stay up to date with industry trends, regulations, and best practices in procurement and contracts management, identifying opportunities for improvement and implementing changes as needed.
    • Maintain effective communication with staff responsible for project elements to establish and ensure the flow of information among departments to achieve project success and full implementation of the project, services, and/or contracted scope of work.
    • In collaboration with administrative and program staff, develop and implement policies and procedures that ensure continued improvement in processes and compliance.
    • Serve as WCHS ongoing liaison with city, county, state and federal contracting officials and project officers and work collaboratively with WCHS executive team to ensure ongoing stewardship of these relationships.
    • Maintain a solid understanding of all applicable tribal and governmental program requirements and familiarity with information resources for these programs.
    • As directed, prepare status reports for the Executive Staff and Board of Directors regarding WCHS contracts or procurement.
    • Participate in monitoring visits, audits, and related activities.
    • Perform other duties as assigned.
    Qualifications

    Required Qualifications/Skills:
    • Bachelor's Degree Required.
    • 3+ years of demonstrated experience with contract management, contract modifications or contract monitoring.
    • 3+ years of demonstrated experience monitoring budgets and contracts compliance.
    • Strong written and oral communication skills with a high attention to detail and accuracy.
    • Ability to multitask across several work streams and work to firm deadlines.
    • Ability to collaborate constructively and positively with teammates and partners
    • Proficient in Microsoft Office Suite.
    Physical Requirements:
    • Normal to light office work which includes the ability to lift up to 10 lbs.
    • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
    • While performing daily duties, the employee is regularly required to talk and hear.
    Cognitive Requirements:
    • Reading, writing, calculating
    • Above average social interaction skills
    • Reasoning/Analysis
    • Works with minimal to no supervision
    Language Requirements:
    • Must possess the ability to read, write, and speak the English language fluently.
    • Must be able to continually and effectively employ professional verbal and written communications skills.
