Duties:


The Deputy Assistant Secretary for Risk Management reports to the General Deputy Assistant Secretary for Housing, who provides broad policy outlines and budgetary constraints to the incumbent.

The incumbent serves as the Chief Risk Officer to the Assistant Secretary for Housing - Federal Housing Commissioner and supports expanded affordable housing in America by providing mechanisms in place to manage the risks associated with portfolio growth, and to ensure the long-term health of Federal Housing Administration mortgage insurance programs.


MAJOR DUTIES AND RESPONSIBILITIES

  • Recommend actions to support a mortgage insurance organization's ability to reduce risk exposure to its insurance funds while meeting its mission and operating in compliance with statutory capital requirements
  • Promote transparency and comprehensive communication of a mortgage insurance organization's risk profile by establishing reporting metrics for key constituents, both internal and external, in order to communicate, both qualitatively and quantitatively, a mortgage insurance organization's risk levels, trends, priorities, risk mitigation activities, and impacts
  • Identify the policies and processes that are key drivers of risk via a structured risk identification framework: i.e., recommend risk mitigation strategies for a mortgage insurance organization and provide independent oversight and assessment of risk remediation activities
  • Design and maintain a comprehensive Risk Governance infrastructure, including implementing policies and processes to reduce risk exposure to the insurance funds; i.e., advise and provide oversight for the implementation of policies and processes that comprise the governance structure
  • Ensure the timely and proper completion of statutorily mandated and other necessary risk analyses, including annual actuarial studies (such as annual review of the Mortgage Mutual Insurance Fund) and frontend risk assessments for new and highimpact programs in accordance with federal standards
  • Ensure that risks are measured, monitored, and managed according to an integrated framework across the mortgage insurance organization

Requirements:


Conditions of Employment:


  • U.S. Citizenship is required.
  • Ability to complete personnel security vetting (e.g., investigation, evaluation, and adjudication).
  • A oneyear probationary period is required, if not previously completed.
  • Will be required to submit a Public Financial Disclosure Report (OGE Form 278e).
  • Will be required by PL to have federal payments made by direct deposit.

Qualifications:


Current or Former Political Appointees:
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration.

MTQ 1 - Demonstrated experience in cultivating and executing risk management strategies and overseeing the implementation of pending changes to housing market policies and strengthening consumer confidence in a mortgage insurance organization.


MTQ 2 - Demonstrated experience in planning and executing major projects, studies, and analyses of

mortgage insurance risk issues; evaluates housing market conditions, which are characterized by economic turmoil and uncertainty associated with assessing the risk of providing mortgage insurance.


MTQ 3 - Demonstrated experience interacting with high level stakeholders (e.g., senior officials in Federal, State, local government, real estate, mortgage lending industry, various clients, and private interest groups) on risk management issues.
