The United States Space Force (USSF) at Los Angeles Space Force Base is searching for a Chief of Contracts for the Operational Contracting Division (NH , GS-14/15 Equivalent).


Description:


As Chief of Contracts, this position will oversee all contractual actions for the SSC/PK Operational Contracting Division (SSC/PKO) by providing operational contracting solutions to develop and sustain the mission, facilities and grounds of Los Angeles AFB, CA, and other facilities.

The individual selected will act as the Division Senior Contracting functional and will lead a team of mission focused business leaders (MFBL) providing acquisition support, business advice and guidance on a variety of programs supporting the operation and maintenance, sustainment and modernization of base infrastructure services and construction at LAAFB - El Segundo, Ft Mac - San Pedro, DCMA - Carson, and Camp Parks - Dublin Ca.

The workload includes leading integrated teams through acquisition strategies, competitions and negotiations, business and contract clearance and contract execution for diverse problem sets and customers.

Customers include all Space Systems Command (SSC) Mission Areas and Space Based Delta 3 (SBD3).

This position directly reports to the SSC/AC PK Director of Contracting and will interface directly with Materiel Leaders, other senior functionals and program personnel.

Key Skills and Abilities:

  • Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and post award actions for a variety of complex and/or diversified services commodities, and/or construction.
  • Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
  • Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
  • Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors.

Conditions of Employment:


  • Must be a U.S. Citizen.
  • This position is eligible for telework 24 days a pay period.
  • PCS and is authorized.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must be able to obtain and maintain a Top-Secret clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI paragraph E2.2.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Serves as an unlimited warranted contracting officer. Employee must be eligible to be selected and appointed for a warrant in the amount of $5M or greater as specified in the (AFFARS c).

Qualifications:

DOD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS

This is an individual, single agency qualification standard for Department of Defense positions.

This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.
