    Description

    Behavioral Health Services (BHS) is increasingly expanding services under its Managed Care division which oversees the Office of Coordinated Care (OCC), Utilization Management (UM), and Quality Management (QM).

    Additionally, BHS will be standing up the Mental Health Services Center to increase access to care by providing low-threshold behavioral health services, including psychiatric services.

    The Behavioral Health Services (BHS) Deputy Medical Director of Managed Care provides effective leadership and strategic direction in the partnership with the areas of service under the Director of Managed Care.

    Role description

    The role will be 10-30% dedicated to clinical responsibilities with the remaining 70-90% dedicated to Deputy Medical Director responsibilities, which include:


    • Supports increased access to care by facilitating planning and implementation for the expansion of low-threshold psychiatric services.
    • Participates in BHS Deputy Medical Director group that reports to the Co-Chief Medical Officers
    • Knowledgeable in state regulatory requirements and contractual requirements under the Mental Health Plan and the Drug Medi-Cal Organized Delivery System contracts with the Department of Health Care Services (DHCS).
    • Knowledgeable in Federal, State and Local regulations and initiatives including Mental Health Services Act (MHSA), Medi-Cal, Drug Medi-Cal Organized Delivery System (DMC-ODS), Mental Health SF, and California Advancing and Innovating Medi-Cal (CalAIM) and their impacts on clinical care
    • Collaborates with the Director of Managed Care and with OCC, Utilization Management (UM), and Quality Management (QM) leadership to provide leadership and strategic direction
    • Provides medical consultation and oversight of the OCC, UM, and QM divisions
    • Demonstrates a high level of clinical knowledge in Substance Use Disorder (SUD) and Mental Health evidence-based practices, analytical ability, critical decision-making skills, and extensive knowledge of healthcare issues, with a focus on the science of integrating services
    • Centers DPH and BHS health equity goals in all clinical initiatives and in the planning, development, and implementation of clinical services
    • Maintains clinical practice with safety net populations, specifically in the Mental Health Service Center
    • Supervises medical staff, including UM Medical Director, OCC Nurse Practitioner, and the medical staff of the Mental Health Service Center, and other staff as necessary.

    • Board-eligible or board-certified in Addiction Medicine or Addiction Psychiatry
    • Personal knowledge about the world, traits, and/or skills gained through direct, first-hand involvement in everyday events, and may include experiences gained through interactions with family, friends, neighbors, schools, programs, congregations, community activities, paid or unpaid work with these communities:
    • Black and African American, Native American, Asian, Native Hawaiian and Pacific Islander, Latino/a/e/x, LGBTQI+, recent immigrants, individuals with various socioeconomic status, sexual orientation, gender identity, and physical and mental health needs.
    How to qualify

    Required Before Applying


    • Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California
    • AND
    • Possession of a valid DEA license from the DOJ
    • AND
    • Successful completion of a residency program accredited by the Accreditation Council for Graduate Medical Education or American Osteopathic Association in a Psychiatric medical specialty area (i.e., Board Eligible)
    • AND
    • Five (5) years of post-residency experience as a practicing Psychiatrist
    • Possession of valid Board Certification in a Psychiatric medical specialty area can substitute for two (2) years of the required post-residency experience as a practicing Psychiatrist
    • Applicants possessing a valid license to practice medicine issued from another state within the United States of America may apply, but if selected, the candidate will NOT be appointed/hired until they obtain a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California.

    Training and Experience Examination:

    Certification

    The certification rule for the eligible list resulting from this examination will be the Rule of Three. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

    Eligible List/Score Report


    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.

    An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.

    Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law.

    However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.

    The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
