PROJECT MANAGER

The Reno Housing Authority has a career opportunity available as a Project Manager for Development Finance. In this role you would oversee and coordinate project management for rehabilitation and/or new construction affordable housing projects that are funded through a variety of private, federal, state and local sources. The Project Manager plays a key role in the successful management of the predevelopment, financing, and construction aspects of the projects. Prepares and reviews contracts, construction documents, financial documents, grant applications, and other project funding and development documents. Assists in developing accurate project budgets and securing required financing. Works with the Development team to maintain effective communication with development and construction partners to ensure all RHA construction projects are satisfactorily completed on time and within budget.

Examples of some of the positions essential duties are:

• Assists in the establishment of the Development Department's strategies in alignment with agency goals and objectives.
• Assists in preparing finance request documents (applications) including standard boiler plates for LIHTC, HOME, CDBG and other typical affordable housing development funding streams.
• Assists in tracking of funding applications and awards.
• Assists in tracking expenses of projects to ensure ongoing funding levels meet project funding needs.
• Prepares and submits draw requests.
• Assists with the preparation of budgets, financial models, and feasibility analyses for development projects to ensure viability and alignment with agency strategic goals.
• Provides administrative and management support for multiple construction projects from predevelopment through project receiving certificate of occupancy.
• Writes scope of work, technical specifications, and reports. Produces plans for building permits.
• Conducts labor compliance interviews and reviews contractor pay requests and certified payroll documents for accuracy.
• Conducts regular inspections of RHA properties to assess ongoing capital needs. Prepares and maintains capital needs project lists for each RHA owned property, including timelines to assist in budgeting.

WHAT IS NEEDED?

The minimum qualifications needed for this position are:

• Graduation from high school or equivalent.
• A minimum of two (2) years of college courses in finance, accounting, economics, business administration, construction management, architectural design, pre-engineering, or similar related field OR Completion of residential certifications required for Residential Combination Inspector (RCI) Certification (Building, Electrical, Mechanical, Plumbing) through the International Building Code Council or completion of a recognized project management program may be substituted for all or part of the college course work.
• A minimum of two (2) years of relevant experience in project funding and/or construction project management in the public sector.
  • For each year of additional relevant work experience may substitute for one year of the education requirement.
• A valid Nevada driver's license in good standing is required at the time of appointment.
• Or an equivalent combination of education, training and experience as determined by Human Resources.
