THE POSITION:
Are you a Lean thinker, creative problem solver, and skilled facilitator? Do your talents include creating processes and supporting the people who use those processes? The Pennsylvania Department of Health (DOH) is searching for a Quality Improvement Specialist to work in the Office of Operational Excellence (OpEx).
As a Quality Improvement Specialist, you are responsible for implementing a data-driven, department-wide Quality Improvement (QI) and Performance Management (PM) program as part of a team.
This position utilizes proven methods such as Plan-Do-Check-Act, Kaizen, Lean, or Six Sigma and tools include process maps, fishbone diagrams, root cause analysis, and prioritization matrices to facilitate process improvement and quality improvement throughout the department.
The DOH envisions a healthy Pennsylvania for all. The OpEx supports this vision through strategic planning, QI, PM, and accreditation activities throughout the department.DESCRIPTION OF WORK:
The QI and PM unit serves as internal consultants for program areas throughout the department and involves developing, implementing, and evaluating QI initiatives.
With the support of the team, QI Specialists identify gaps in program performance, facilitate structured problem solving, and recommend solutions; while PM involves gathering, monitoring, and reporting program performance data.
QI and PM are interconnected. QI activities can be tracked as part of PM.In addition to the technical skills listed above, the QI requires strong skills in project management and facilitation. PM includes creating short
- and long-term plans, setting targets, delegating and tracking tasks, reporting progress, and achieving desired outcomes. Facilitation includes asking solid questions, encouraging participation, and coming to consensus. The QI Specialist blends the science of improvement with the art of facilitation.

Work Schedule and Additional Information:
- Fulltime employment, 37.5hour work week
- Work hours are 8:00 AM to 4:30 PM, Monday
- Friday, with 60minute lunch.
Telework:You may have the opportunity to work from home (telework) full-time with one (1) day a month in office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Public Health Program Associate 2 (commonwealth title);
or: - A bachelor's degree and two years of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance;
or: - An equivalent combination of experience and training.
Other Requirements:
- PA residency requirement is currently
waived **for this title. - You must be able to perform essential job functions.
