    GENERAL POSITION SUMMARY:

    The Data and Quality Assurance Specialist is designed to ensure that homeless service providers who are contracted with Multnomah County provide services to people experiencing homelessness or at risk of homelessness will be able to produce high quality, accurate data through the Homeless Management Information System (HMIS) and WellSky (formally Service Point).

    In addition, the work will also address quality assurance and fidelity to the funded programs' practices to ensure that they are in line with best practices and funder requirements.

    The Data and Quality Assurance Specialist will be responsible for data quality and program fidelity assurance activities. The Data and Quality Assurance Specialist will work closely with the Multnomah County HMIS/WellSky team to advise on agency needs, assist with designing reports, and identifying and providing training and guidance for agency staff members. The Data and Quality Assurance will also be helping Case Managers to clean data and help with the reports.

    The Data and Quality Assurance Specialist will not take over data entry responsibilities for Case Managers and instead offer support in the data entry process where needed. Additionally, the Data and Quality Assurance Specialist will work with the County Monitoring team to assist with compliance monitoring reviews.

    ESSENTIAL FUNCTIONS:

    • The Data and Quality Assurance Specialist will be responsible for the following activities:
    • Responsible for monitoring, analyzing, and reporting of data from HMIS
    • Work to continuously improve the quality of programs and services through the development, execution, and evaluation of data collection and reporting systems including client file management.
    • Review client records both in HMIS and hard files (when appropriate), proactively leading appropriate reviews and any needed improvement in policies and procedures to ensure quality across all Multnomah and Clackamas Counties funded homeless programs.
    • Responsible for ongoing, in-depth review and evaluation of agency homeless program data collection practices and quality.
    • Prepare regular (canned and custom) ad-hoc reports, analysis, analysis of agency and client data, presentations, charts, graphs, and other documents as assigned.
    • Develop and generate reports/queries to monitor data quality according to the Multnomah County Data Quality Plan
    • Provide support and technical assistance for agency staff.
    • Monitor the progress of agency staff in taking required HMIS training as outlined by Multnomah County.
    • Participate in HMIS related meetings, webinars, demonstrations, and other presentations, as required.
    • Research, interpret, and prepare datasets, as requested.
    • Review financial assistance requests to ensure compliance with appropriate documentation standards.
    • Monitor agency compliance with contractual standards and assist in regular monitoring activities as directed by the County.
    Target Goals
    1. 1. % of Data Quality Reports submitted on time and accurately as required in the Data Quality Plan. Target Goal is 90%
    2. 2. % of required County HMIS meetings attended. Target Goal is 95%
    3. 3. % of agency staff who complete all assigned HMIS training in PowerDMS (if any) within 2 weeks of gaining PowerDMS access. Target Goal is 80%
    SECONDARY FUNCTIONS:

    Attending staff meetings, partner meetings, internal and external committee meetings as assigned; support organizational record keeping requirements; other duties as assigned by coordinator or supervisor.

    Requirements

    JOB SPECIFIC QUALIFICATIONS:
    • Bachelor's degree in a relevant field, such as Data Science, Information Management, or Quality Assurance.
    • Proven experience (4 years) in a data quality assurance role, preferably within a nonprofit or culturally specific organization.
    • Strong proficiency in data analysis tools and techniques, with a solid grasp of data quality concepts.
    • Familiarity with data privacy regulations and best practices.
    • Proficiency in using ServicePoint, Excel, Microsoft 365, and data visualization tools.
    • Excellent problem-solving abilities and meticulous attention to detail.
    • Strong communication skills to collaborate effectively with diverse teams.
    • Passion for the mission of the culturally specific organization and a commitment to community impact.
    • Experience with nonprofit operations or cultural programs is a plus.
    KNOWLEDGE:

    Education: Bachelor's degree in a relevant or related field of study such as Data Science, Information Management or Quality Assurance.

    Experience: Proven experience (4 years) in a data quality assurance role, preferably within a nonprofit or culturally specific organization.

    Licensure, Certification: Certificate in Data Management

    Additional Language Required: Bilingual in another language preferred but not required.

    Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook, and PowerPoint. In addition, this position specifically requires:

    RESPONSIBILITY:

    The ability to monitor all staff data input, make recommendations, conduct training sessions, and follow up on data entry for all staff members.

    Must be able to work both independently and as part of a team.

    Planning:

    There is a significant amount of planning and calendaring that is required as part of this position.

    Supervision:

    This position reports to the Housing Program Coordinator and the Housing Supervisor.

    WORKING CONDITIONS:

    Environment:

    This position requires working in an office setting and may include a hybrid (at home) setting at most two days per work week.

    Schedule:

    The work schedule for this position is Monday to Friday 8:30am to 5:00pm with a

    30-minute lunch break and two 15-minute breaks during the workday.
