Job DescriptionPosition Summary
This position implements and provides oversight of Process Safety Management (PSM) and Risk Management (RMP) programs/systems that facilitate compliance with State, Federal, and Local regulations, and company procedures and policies.
Essential Job Functions
§ Develops and implements strategy; drives continuous improvement in PSM and RMP, programs, and training
§ Serves as central resource; ensures consistency in PSM and RMP practices and approach
§ Provides guidance to companies, subsidiaries, and other facilities at assigned complex;
§ Lead and participate in process hazard analyses (PHAs), safety integrity level (SIL) studies, MOCs, Facility Siting Studies, and PSSRs as required.
§ Participate in and/or lead incident investigations related to PSM/RMP-covered processes. Ensure that root causes are properly identified and appropriately addressed.
§ Continually monitor the status of all PSM program elements to ensure compliance and continuous improvement, including identifying areas where additional support and/or training is needed.
§ Review and provide technical support to ensure projects are designed, maintained, modified, and operated in a manner that complies with industry recognized and generally accepted good engineering practices (RAGAGEP).
§ Serves as senior technical advisor; drives continuous improvement in process safety and risk programs and practices
§ Anticipates, identifies and evaluates hazardous conditions and practices; corrects or notifies management for correction as appropriate
§ Audits and evaluates effectiveness of hazard control programs
§ Develops and assists with implementation of facility safety management system, policies, procedures, and training
§ Ability to read, comprehend, and interpret regulations, standards and technical reports.
§ Tracks and communicates regulatory changes; ensures compliance with applicable regulations including statues, regulations, agency letters of interpretation, and pertinent industry codes and standards
§ Identifies, tracks, monitors, and communicates key performance indicators to relevant levels of management and operations
§ Benchmarks systems, culture, and performance against industry standards; identifies, develops and prioritizes process safety and risk mitigation initiatives
§ Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of EHSS principles and values; champions safety
§ Performs other duties assigned by management that generally fall within the expected scope of this position

Experience Requirement
2+ years of work related experience in a petrochemical facility or refinery managing of all elements of Process Safety and Risk Management
§ Experience working with and proven understanding of various governmental regulations
§ Self-starter; quick learner; decision-maker
§ Proven ability to write and implement safety programs
§ Experience leading or participating in operational risk assessments e.g. PHAs, SEL, HAZOPS, etc.
§ Proven experience working with Federal, state and local regulatory agencies and regulations
§ Experience in plant environments subject to OSHA regulations, working knowledge of NFPA, ANSI, and ASTM standards
§ Ability to multi-task; good organizational skills
§ Customer service focus; ability to influence and communicate diplomatically; excellent negotiations skills
§ Good computer skills including Microsoft Office Suite; ability to use database systems and other programs and applications used by this position and at Company
§ Fluent in English language including reading, writing and speaking; ability to read and write at a minimum of high school level; ability to clearly communicate to all levels in organization
Education Requirement
§ B.S. in chemical engineering, or related field required
§ Formal training including
o leader of risk assessment such as, PHA, SIL, MOC, and PSSR
o TapRoot root cause analysis
o PHA Pro

This position requires an employee to be in an office environment, exposed to outside elements as well as indoor plant and control room environments. The position may be exposed to various chemicals and compounds, including fumes and smells, some of which may be considered hazardous. Outside conditions include temperatures with the most extreme elements being heat in the summer months of up to 100°ree;+ and some exposure to cold of generally no less than 0°ree; in the winter months. Employee must be able to wear PPE required by the location. Loud sounds and vibrations will be experienced at times. The noise level in the work environment is usually moderate.
