Position Overview:Subject to management approval, serves as Lead Community Support Services Consultant for an assigned region within the Bureau of Community Support Services (BCSS), performing Fiscal Administrative Review (FAR) monitoring tasks related to Division funded grantees and programs. Serves as a Community Support Services Fiscal Administrative Review (FAR) team member. Provides fiscal, programmatic, and administrative oversight and support, to assigned grantees contracted under individual or multiple programs across the region. Facilitates and implements monitoring plans. Provides the more complex input into Bureau service delivery systems. Confers with supervisory staff as well as other DHS Division staff to ensure awareness of grantees' status toward completion of the FAR process and share best practice ideas regarding the FAR protocol for process improvement and policy implementation. Travels in the performance of duties.


Responsibilities:


  • Serves as Lead Community Support Services Consultant for an assigned region within the Bureau of Community Support Services (BCSS).
  • Serves as designated lead worker to lowerlevel staff.
  • Provides expert critical recommendations regarding bureau/regional functionality, assignments, processes, procedures, and best practices.
  • Facilitates and implements FAR monitoring plans.
  • Provides the more complex input to grantee fiscal administrative systems.
  • Confers regularly with supervisory staff as well as other DHS Division staff to ensure awareness of grantees' status toward completion of the FAR process and shares best practice ideas regarding the FAR protocol for process improvement and policy implementation.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated.

Minimum Qualifications:


  • Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
  • Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.

SPECIALIZED SKILLS:

Of the two (2) years required experience, requires one (1) year of progressively responsible experience with government accounting, program budgets, administrative, fiscal reporting, and monitoring.


Preferred Qualifications:


  • One (1) year of progressively responsible experience with government accounting, program budgets, administrative, fiscal reporting, and monitoring.
  • Three (3) years of professional experience analyzing and evaluating administrative fiscal reporting and monitoring of grantees.
  • Two (2) years of professional experience understanding and researching statutes and policies related to the Illinois Grant Accountability and Transparency Act and the Uniform Code of Federal Regulations.
  • Two (2) years of professional experience effectively communicating processes and procedures in written and oral form.
  • Two (2) years of professional experience providing technical assistance to staff and grantees.
  • Five (5) years of professional experience understanding financial statements.

Conditions of Employment:


  • Requires the ability to travel, including overnight stays.
  • Requires basic proficiency in Microsoft Office Suite.
