Job Description
General Summary
Under the direction of the Building Official, the position performs building plan reviews and on-site field inspections of properties to verify compliance with the approved construction documents, adopted codes, and ordinances of the City, to safeguard public health, safety, and general welfare. This position is also responsible for administrative functions relative to the documentation of plan reviews and inspections.
A successful candidate will have the ability to establish and maintain cooperative working relationships with co-workers and the public during challenging situations, have excellent communication skills and be well organized. The position performs 50% of work in office (including electronic plan review, Fire Prevention enforcement assistance, reviewing site plans and developing new programs to keep current with industry changes and to increase customer efficiencies) and 50% in the field.
Employee must maintain regular attendance, This is a full-time position. (40 hours/week).
Job Duties
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily.
Reviews construction plans to verify compliance with all applicable codes and ordinances. Performs expedited plan reviews.
Conducts on-site inspections of commercial and residential projects to verify compliance with approved drawings and applicable codes and ordinances.
Performs Change of Occupancy inspections on existing buildings.
Investigates complaints from Fire Prevention Inspectors and the public regarding building safety concerns. Resolves complaint issues.
Prepares and issues plan review correction letters and inspection violation notices. Tracks violations until resolved.
Conducts conceptual plan reviews, pre-construction, and pre-Certificate of Occupancy meetings with contractors, owners, and design professionals to discuss any code items found during the plan review and inspection process.
Conducts on-site meetings with contractors and owners during construction to discuss code requirements.
Reviews all documents required by permit conditions during construction, including deferred documents and special inspections, for Code compliance.
Educates customers and all stake holders of code and ordinance requirements.
Provides technical assistance and explains and interprets codes, ordinances, and regulations for design professionals, contractors, owners, and the general public.
Represents the Building Department at public meetings and court proceedings.
Other duties as assigned.
Required Minimum Qualifications/Desirable Qualifications
It is REQUIRED that the applicant hold current Registration with the State of Michigan under Act 407 as a Plans Examiner and Building Inspector.
Knowledge of the Michigan Building Codes and related laws & regulations.
Knowledge of the inspection techniques and practices.
Knowledge of the occupational hazards and safety precautions applicable to the work.
Ability to review building plans.
Ability to read, interpret, and apply codes, laws, rules, and regulations relative to the work.
Ability to communicate effectively & professionally. Ability to meet & deal effectively with others.
Registration with the State of Michigan under Act 407 as a Plans Examiner and Building Inspector.
Experience
High school graduate or equivalent.
Two (2) years of recent experience as a Building Inspector/Plan Examiner in residential and/or commercial construction. Experience for a Municipality is desired.
Must possess an in-depth knowledge of Michigan Building Codes and related standards, and the ability to apply this knowledge in the field; ICC certification is a plus.
Effective written and oral communication skills.
Intermediate proficiency with office computers and related software. BS&A experience is a plus.
Valid Michigan driver's license and a good driving record.
