    JOB SUMMARY: Responsible for the development of youth-related programs and activities addressing needs within the community and provision of technical support to various youth components within the organization.

    ESSENTIAL JOB FUNCTIONS:
    • Obtains information concerning community needs through communication with neighborhood residents; identifies additional services, programs, and activities needed to strengthen Youth Services Programs and address family needs.
    • Recruits and organizes community groups and neighborhood organizations to form Youth Services sites and plan activities that will facilitate the social and educational development of youth and other programming.
    • Assists each Youth Services program group with the initial planning and goal setting.
    • Trains Youth Services program groups in the organization and long-term maintenance of Youth Services groups and in team building, prevention strategies, required record keeping, and goal setting.
    • Develops and implements plans to recruit volunteer mentors and participating youth in the organizations.
    • Provides technical assistance and oversight of the programs provided through the organization.
    • Provides broker service activities for youth awareness and exposure to cultural enrichment, educational, and recreational services.
    • Monitors programs and submits recommendations for improvements.
    • Maintains computerized information tracking system of all Youth Services enrollments and terminations and participation in activities.
    • Researches availability of resources within the community in response to identified problems and issues experienced by Youth Services youth and respective families.
    • Develops strategic plans for assigned Youth Services sites for utilization of available resources to enhance the educational and social development of Youth Services youth and achieve sustainability within the community.
    • Researches sources of potential program funding and/or donations through grant procurement methods and strategies.
    • Communicates with school officials within assigned Youth Services communities to identify the needs of participating youth and ensure the development of effective educational programs.
    • Assists with special projects as needed.
    • Provides supervision for youth while on Youth Services sponsored trips and activities.
    • Reviews all spending to ensure compliance with grant stipulations.
    • Develops Youth Services manual and needed forms to provide guidance to Youth Services Site Directors and facilitate accurate site reporting.
    • Assists in the development and maintenance of a database on program activities for evaluation.
    SECONDARY DUTIES AND RESPONSIBILITIES:
    • Assists the community groups with organizational needs such as the location of meeting places and identification of available training and activities.
    • Performs other related duties as required.

    WORKING CONDITIONS: Work is performed primarily in a smoking-restricted office environment with frequent visits to outside agencies and attendance at community functions required. Supervision of youth on trips and cultural enhancement events is required.

    MINIMUM QUALIFICATIONS:

    REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:
      • Good knowledge of the theories and principles of, stages of, and influences upon juvenile development.
      • Considerable knowledge of the development of and interaction between social groups within a residential and community environment
      • Considerable knowledge of the social and legal problems related to substance abuse, school dropout, and other related juvenile problems.
      • Ability to prepare numerical and narrative reports.
      • Ability to maintain accurate detailed records.
      • Ability to read and interpret grant specifications and determine compliance with such.
      • Ability to establish and maintain an effective working relationship with community residents, volunteers, community organizations, and departmental staff.
      • Ability to organize and prepare training materials and presentations.
      • Ability to conduct research into potential funding sources.
      • Ability to attend work regularly and reliably.
      • Skill in the operation of and data entry into a computer.
    PHYSICAL REQUIREMENTS:
      • Digital dexterity is necessary for keyboard operation.
      • Visual acuity is needed for use of the computer monitor.
      • Ability to lift and carry loads up to 25 pounds.
      • Ability to orally communicate effectively, both individually and in groups.
    EDUCATION AND EXPERIENCE:

    Completion of a bachelor's degree in Social Work, Education, Criminology, Public Administration, Sociology, Psychology, or a related field; considerable experience working with community organizations, social work agencies, law enforcement, or a related field; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.

    Requirements
    • Employment is contingent upon the successful completion of a criminal background check, child maltreatment check, and adult maltreatment check.
    • The criminal background, child maltreatment, and adult maltreatment will also be conducted annually.
    • Regular and reliable attendance is an essential function of this position.
