The Office of the Chief Administrative Officer (CAO) works with City departments to transform service delivery, provide people-centered solutions, and strengthen administrative functions to better serve Philadelphia residents and employees.


The CAO oversees seven City departments and offices:

the Office of Innovation and Technology (OIT), Records, Procurement, the Office of Administrative Review (OAR), Strategic Direction and Transformation (SD&T), Service Design Studio (SDS), and the Office of Talent & Employee Success (OTES).


About the Resident Service Delivery Initiative (RSDI)


On Inauguration Day, Mayor Parker signed Executive Order 2-24, launching the Resident Service Delivery Initiative (RSDI), a long-term initiative to improve resident-focused services with goal of "tangible local government that [residents] can see, touch and feel - government that is visible, responsive and effective." In this context, a service includes one or more interactions between a resident and the City, resulting in an outcome for the resident.

The Office of the Chief Administrative Office (CAO) is collaborating with the Mayor's Office of Policy Planning & Delivery (OPPD) and the Managing Director's Office (MDO) to achieve the goals of this Executive Order by implementing cohorts of service improvement projects at set intervals.


Job Description Position
Summary**:


Essential Functions:


  • Design and create educational content and training materials, adhering to established content standards.
  • Conduct training sessions for teams on content strategy best practices tailored to digital environments.
  • Collaborate openly and effectively with multidisciplinary teams to implement content strategies.
  • Continuously improve content initiatives based on user feedback and performance data.
  • Engage in constructive feedback exchanges to enhance project outputs and processes.
  • Develop detailed project timelines, estimating task durations and resource requirements.
  • Proactively manage projects and personal workload to meet deadlines consistently.
  • Maintain transparent communication regarding project status, challenges, and achievements.
  • Navigate and resolve issues in ambiguous or challenging situations creatively and effectively.

Competencies, Knowledge, Skills and Abilities:


  • Proficient in organizing information and developing information architectures tailored to digital products.
  • Experienced in conducting content inventories and audits for digital platforms.
  • Skilled in content creation with a focus on user experience and engagement.
  • Capable of instructing and training teams, with a solid background in educational content creation.
  • Wellversed in using and managing content management systems specific to digital products.
  • Knowledgeable about user experience design principles, especially as they relate to content strategy and digital product development.

Qualifications

  • A degree in Communications, Journalism, English, Marketing, or related field, or relevant industry experience.
  • 5 years of professional experience in content strategy, particularly with a focus on digital products like mobile apps and web platforms, or a graduate degree plus 3 years of professional experience.
  • Minimum of 3 years managing project relationships with colleagues, clients, and project stakeholders.

Salary Range:
$80,000 - $85,000
