    Join Our Team as HR Supervisor - Recruitment Team (Senior HR Analyst)


    Are you ready to lead the charge in shaping the future of recruitment within the Health Department's Human Resources team? We're seeking a dynamic leader to step into the role as our HR Supervisor and drive impactful change.

    About the Role:


    As the HR Supervisor, you'll be at the helm of our Recruitment team, providing visionary leadership and analyzing the operational needs of our Health Department units.

    Your responsibilities will span enforcing policies and procedures, spearheading transformative projects, and overseeing the day-to-day management of recruitment functions.

    From crafting innovative recruitment strategies to fostering a culture of diversity and inclusion, this role offers a diverse range of opportunities to make a meaningful impact.


    Key Responsibilities:


    Ensure compliance with policies and procedures, lead project initiatives, and supervise daily management of recruitment functions encompassing recruitment strategies, retention efforts, equity outreach, salary administration, data analysis, new employee orientation, contract interpretation, performance management, workforce planning, labor and employee relations, conflict resolution, and management staffing.

    Deliver high-level internal Recruitment and Human Resource consulting services, offering education and training to managers and supervisors on recruitment functions.

    Analyze and articulate the contributions of diversity and inclusion to fundamental business strategy and outcomes.
    Evaluate current recruitment, selection, and workforce pathway strategies, and develop recommendations for improvement, implementing changes as necessary.
    Navigate and effectively manage complex group dynamics and ambiguity.

    Cultivate a workplace environment characterized by respect, trust, and empathy for the diverse populations served by the Health Department, both internally and externally.

    Minimum Qualifications/Transferable Skills*:
    Education:

    equivalent to a bachelor's degree

    and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

    Preferred Qualifications/ Transferable Skills* :

    Demonstrated experience managing a complex team and performance management
    Healthcare recruitment/human resources experience
    Experience with the Civil Service Recruitment Process
    Training and experience in reducing bias in interview processes and promoting fair search and selections processes
    Experience developing and delivering training for HR and/or recruitment functions
    Experience with Workday/HRIS (Human Resources Information System)
    HR certification (e.g. S/PHR, S/CP and IMPA-S/HR)

    Pay Equity:

    Routine Telework:


    This position is designated as "routine telework," meaning you will be working remotely (from home); a hybrid schedule also is available.

    As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Gladys McCoy Building, 619 NW 6th Avenue Portland, OR

    Serving the Public, Even During Disasters:

    Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical.

    All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.

    During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
