    Description

    We are currently seeking a Manager, International Financial Operations. The Manager, International Financial Operations is a key leadership position within Center for Communication Programs (CCP) and will interface with Regional Finance Staff and Country Directors regarding accounting, finance, compliance and reporting. This position will be the primary point of contact for review, analysis, corrections, and reporting of all country office transactions. The position will manage 2-6 Baltimore-based Grants and Contracts Analysts that will review the work of the country Analysts. Position will review the work of the Financial Analysts to ensure accuracy and provide internal control and reliability of data entered by the country office. In addition, they will also provide grant administration support for headquarters and the country offices including revenue recognition.


    The Manager, International Financial Operations will lead the development and implementation of all overseas financial management systems, policies, processes and activities to ensure strong resource stewardship, operational efficiency, consistent financial performance, risk mitigation, and exceptional financial management across all overseas operations.

    The Manager, International Financial Operations also ensures that JHU and Donor Policies are fully supported by appropriately robust financial management systems and processes. Additionally, s/he will ensure that overseas finance and program/country managers are fully supported by appropriate training, development, policies, systems, and tools.


    The candidate must have experience in managing federal awards and be very knowledgeable about donor reporting requirements and comprehensive knowledge of QuickBooks and the monthly financial closing processes.


    Specific Duties & Responsibilities


    Country Office Operations & Compliance

    • Direct field office operations for 20-30 foreign field offices.
    • Create policies and procedures to govern country office operations and finances.
    • Includes manuals, job aids, and forms.
    • Optimize and streamline country office accounting functions.
    • Ensure compliance with JHU's financial accounting procurement policies and procedures.
    • Ensure timely and accurate monthly closings.
    • Evaluate financial candidates in country offices before hiring.
    • Manage HQ country office review process.
    • Create and update monthly review policies, procedures, manuals, forms, and systems such that they comply with auditing standards and applicable JHU and donor regulations.
    • Oversee HQ desk reviews of supporting transactions.
    • Provide high level accounting solutions to complex accounting situations and errors.
    • Manage the audit process for both internal and external audits of country offices.
    • Travel to the country office to oversee the audit if needed.
    • Direct interaction with foreign statutory auditors on complex accounting issues.
    • Review country office audited financial statements and tax returns for completeness and accuracy prior to submission to University for approval.
    • Coordinate responses and act as a liaison between country staff and auditors.
    • Final decision-making authority on management responses to audits.
    • Approval of country office action plan for implementation of audit recommendations.

    Headquarters Operations & Compliance

    • Oversee the CCP severance accrual systems for the country offices as well as the interface with SAP.
    • Work with Treasury to coordinate all banking functions, including account set-up, closure, signatory authorities and funding.
    • Coordinate the internal gathering and review of financial documents in the event of alleged misuse of funds.
    • Work with staff to plan salary allocations and ensure that the allocations are input into SAP. Adjust quarterly as required.
    • Model good knowledge management behavior and insist on similar behavior from staff.

    Foreign Sub Awardee Management

    • Travel to visit foreign subrecipients to evaluate their capabilities and provide training and resources to fill gaps.
    • Create tools to evaluate the effectiveness of subrecipient financial systems.
    • Conduct subrecipient systems reviews.
    • Advise subrecipients on operational and financial improvements.
    • Oversee staff members conducting periodic HQ subrecipient receipt reviews.
    • Ensure that the training framework is fully supportive of the competency requirements of relevant Finance and Program managers, and supportive of the accomplishment of CCP's strategies.
    • Create informational and hands on training programs and materials for both headquarters and country offices on processes, procedures, regulations, and emerging topics.
    • Conduct large scale presentations to disseminate operational information to a wide variety of staff members.
    • Organize and conduct financial/operational training workshops in foreign countries.

    Funds Stewardship

    • Make complex decisions regarding the interpretation of federal, sponsor, and JHU regulations where the regulations are unclear.
    • Ensure compliance with donor grant and reporting requirements.
    • Ensure compliance with JHU policy and procedures.
    • Ensure compliance with country laws and regulations.
    • Provide technical support to JHU overseas staff for audit processes undertaken by donor agencies.

    Leadership & Staff Development

    • Demonstrate leadership and deliver measurable results by effectively managing team members and the financial activities of country financial operations.
    • Represent CCP at the International Finance Working Group, which is a high-level group of School and Departmental decision makers for International Operations.
    • Establish effective relationships and partnerships with all levels of CCP leadership that will facilitate the execution of necessary financial and internal controls.
    • Provide resource support to Country Directors and the Regional Financial Analysts through temporary and other assignments for critical local financial management needs overseas.
    • Participate in meetings with CCP Leadership which determine high level staffing decisions.

    Supervisory Responsibilities

    • Oversee/manage a compliance team (up to 6 staff) responsible for Remote Imprest desk reviews.
    • Provide daily guidance to the center's Sr. Grants and Contracts Analyst on interpretation of regulations.

    Country Office Accounting Function
    • Work with country finance teams to,
    • Optimize and streamline their accounting functions,
    • Ensure compliance with JHU's financial accounting procurement policies and procedures and ensure timely and accurate monthly closings.
    • Work with Country Directors and Country Financial Analysts to address issues raised during internal audit reviews both by CCP; and JHU internal auditors.
    • Aid with program and local entity audits, analysis and reporting.
    • Provide transactional system support to include evaluation and fixing of accounting/system errors.
    • Up to 20% international travel as requested.

    Special Knowledge, Skills & Abilities

    • Demonstrated ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
    • Proficient with QuickBooks and SAP.
    • Experience with fund accounting at the transactional level.
    • Strong interpersonal and cross-cultural skills.
    • Excellent communication skills, both oral and written.
    • Understanding of US government cost principles, GAAP, grant/contract management
    • Strong analytical and problem-solving abilities with an attention to detail.
    • Must possess strong computer skills (MS Word, PowerPoint) and be an advanced Excel user.


    Minimum Qualifications
    • Bachelor's Degree in Finance, Accounting, Business or related field.
    • Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.
    • Additional education (master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


    Preferred Qualifications
    • CPA and/or MBA a plus.
    • Knowledge of JHU' accounting systems and software preferred.

    Starting Salary Range: $72,600 - $127,000 Annually ($100,000 targeted; Commensurate with experience)
