DEBT MANAGEMENT

The Financial Analyst III will provide the Debt team with day-to-day support in reviewing and updating financial and legal documents for debt financing, including the preparation of RCAs and presentations to the Budget and Fiscal Affairs Committee.


The Financial Analyst III includes but is not limited to:

  • Provide analytic support for new debt issues and management of liquidity through due diligence as well as participating in technical and fundamental market analysis from investment banks and financial advisers to evaluate the various financial instruments and debt structuring of the City's four systems.
  • Interact with investment bankers, bond lawyers, financial advisers and rating agencies in doing due diligence and bringing deals to market.
  • Comanage financial contracts with other third parties, which includes reviewing and updating of the agreements, reviewing and paying invoices.
  • Primary analyst responsible for payment of invoices.
  • Assist in the preparation of the division's annual budget and quality review; as well as participate in the development and implementation of a variety financial policies, programs, and other special projects.

WORKING CONDITIONS**This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.


MINIMUM REQUIREMENTS:


EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.


EXPERIENCE REQUIREMENTS
Four years of professional experience in finance, economics, budget analysis or a closely related area are required.

Experience
cannot be substituted for the Bachelor's degree requirement.

A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
