    GENERAL DESCRIPTION OF CLASS

    This is responsible technical, managerial, and administrative work involving planning, programming, budgeting, coordinating, and managing all aspects of the comprehensive City-wide Emergency Management Plan. The Emergency Manager is responsible for ensuring that strategies, policies, and plans are developed and formulated to achieve a plan that supports the goals and objectives of the City Manager. Duties may include supervising and administering all emergency and non-emergency preparedness activities; developing exercises and drills to test and evaluate emergency plans and procedures; analyzing and preparing statistics and records for educational purposes; and facilitating communication and teamwork among city departments and external agencies.

    ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS

    Collaboration/Relationship Management:

    + Coordinates all workflow, following the established chain of command.

    + Collaborates with other officials to prepare and analyze damage assessments following disasters or emergencies.

    + Develops and maintains professional relationships that foster participation in related functions and responsibilities in emergency management.

    + Consults with officials of local and area governments, schools, hospitals, and other institutions to determine their needs and capabilities in a natural disaster or other emergency.

    + Develops and maintains liaisons with municipalities, county departments, and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.

    + Keeps informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.

    + Attends meetings, conferences, and workshops related to emergency management to learn new information and develop working relationships with other emergency management specialists.

    Coordination:

    + Conducts surveys to determine the types of emergency-related needs that must be addressed in disaster planning or provide technical support to others conducting such surveys.

    + Coordinates disaster response or crisis management activities such as evacuations, public sheltering, and implementing special needs plans and programs.

    + Coordinates multi-department planning for special event functions as a contributing member of the City of Lakeland's Special Event Planning Committee.

    + Maintains and updates all resource materials associated with emergency preparedness plans.

    + Proposes alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.

    + Reviews emergency plans of individual organizations such as medical facilities to ensure their adequacy; studies emergency plans used elsewhere to gather information for future plan development.

    + Applies for federal and state funding for emergency management-related needs as directed; administers such grants and reports on their progress.

    + Provides communities with assistance in applying for federal funding for emergency management facilities, radiological instrumentation, and other related items.

    Application:

    + Designs and administers emergency/disaster preparedness training courses that teach people how to respond to major emergencies and disasters effectively.

    + Develops and performs tests and evaluations of emergency management plans in accordance with state and federal regulations.

    + Prepares emergency status reports describing response and recovery efforts, needs, and preliminary damage assessments.

    + Prepares plans that outline operating procedures to be used in response to disasters/emergencies such as hurricanes, nuclear accidents, and terrorist attacks and recovery from these events.

    + Inspects facilities and equipment such as emergency management centers and communications equipment to determine their operational and functional capabilities in emergency situations.

    + Develops and implements training procedures and strategies for all identified hazards.

    + Develops instructional materials for the public and makes presentations to groups to provide information on emergency plans and their implementation process.

    + Inventories and distributes nuclear, biological, and chemical detection and contamination equipment, providing instruction in its maintenance and use[RH1] [RH2] .

    + Trains local groups in preparing long-term plans compatible with federal and state plans.

    + Develops and maintains Municipal Comprehensive Emergency Management Plan for the City of Lakeland, working in partnership with Polk County Emergency Management.

    + May be required to work alternate hours as necessary

    + Position is designated Mission Critical.

    ADDITIONAL FUNCTIONS:

    + Communicates clearly with subordinates in both emergency and non-emergency situations.

    + Ability to interact with City Management, Department Heads, Elected Officials, the public, court personnel, law enforcement agencies, Federal, State, and County agencies, local Fire Districts, and other organizations.

    + Ability to deal courteously and firmly with the public and maintain good public relations.

    + Performs related work as required.

    QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTS

    + Bachelor's Degree from an accredited college or university in Emergency Management, Public Safety, Non-profit Management, Public Administration, or a closely related field.

    + Seven (7) years of progressively responsible professional experience in Emergency Management or public safety.

    + Four (4) years of experience in a supervisory or management capacity.

    + Completion of ICS 100, 200, 700, and 800 required.

    SPECIAL REQUIREMENTS:

    + Must possess a valid driver's license.

    + Must maintain a valid telephone number.

    + Completion of ICS 300 and ICS 400 required within one (1) year of employment.

    + Attainment of FEMA Professional Development Series certificate within one (1) year of employment.

    + Completion of L-449 Incident Command System Curricula Train the Trainer Course within 1 year of employment.

    + May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.

    WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:

    + While performing the essential functions of this job, the employee is frequently required to talk, hear, sit, stand, walk, bend, stoop, kneel, and is occasionally required to run, climb, balance, crouch, and crawl; is frequently required to lift and carry up to 25 pounds; is occasionally required to lift and/or move up to 50 pounds and to exert up to 100 pounds of force.

    + The employee is required to perform strenuous tasks requiring muscular strength and coordination.

    + The employee is occasionally required to maintain body balance while ascending or descending ladders or open stairs and to maintain body equilibrium while bending at the waist or the knees.

    + The employee must frequently stand or sit for an extended period without significant rest.

    + The employee is routinely required to reach with hands and arms; work with the hand or hands in handling, seizing, holding, or grasping motions and with the fingers in fingering, picking, and pinching actions to operate objects, tools, or controls.

    + Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    + The job risks exposure to the following environmental hazards: bright/dim light, dusts, pollen, extreme heat/cold, wet/humid conditions, extreme noise levels, fumes, noxious odors, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals, explosives, and violence.

    2024 Summary Sheet

    Annual Leave

    Annual leave is accumulated bi-weekly and based upon years of service as follows:

    Annual leave may be taken as earned by employees hired after January 1, 1989. Employees hired prior to that date use annual leave within the calendar year following the year the leave is earned. All employees may carry over up to a maximum of twenty (20) days at the end of the calendar year. Regular part-time employees who work at least twenty (20) hours per week accrue annual leave at the rate of four (4) hours per month.*

    Sick Leave

    Sick rate is accrued biweekly based upon years of service and standard hour classification. Eligible for use as soon as earned. Regular part-time employees who work at least twenty (20) hours per week accrue sick leave at the rate of four (4) hours per month.

    *NOTE: REGULAR employees with a working day other than eight (8) hours, please contact your supervisor regarding these policies.

    Sick Leave Pool

    Allows employees to receive sick leave benefits in cases involving catastrophic or long-term illnesses or injuries after all personal leave time has been depleted. Regular full-time employees contribute eight (8) hours and Regular part-time employees contribute four (4) hours on an annual basis. Employees must have completed one full year of service on or before December 31st of the calendar year enrollment; and have accumulated at least forty (40) hours of sick time (twenty (20) hours for Regular part-time employees). Participation in this program is voluntary.

    Family & Medical Leave

    Federal legislation guarantees up to twelve (12) weeks per year off work under certain circumstances outlined in the policy manual. The employees must have been employed by the City for at least twelve (12) months and have at least 1,250 hours of service during the 12-month period before the requested leave. The City will continue its group life and health insurance for an employee on leave at the same level and under the same conditions that existed while the employee was working.

    Pension Plan

    Provision for retirement income requiring mandatory participation for full-time regular employees.

    Defined Benefit Plan:

    Plan C Employee 3.12%

    Employer 15.64%

    OR

    Defined Contribution Plan:

    Executives, New Hires aged 52 and older, and Fire/Police Recruits

    Employee 8.5% or 11% per election upon hire

    Employer 15.39%

    Deferred Compensation 457 Plan:

    A voluntary plan that is invested in mutual funds. The Employees' Pension Board performs the due diligence on the mutual funds. Employees may reallocate their account at any time.

    Maximum contribution for 2024 is $23,000; employees aged 50 or older can also add a "catch-up" amount of $7,500. Additionally, a match of up to 5% of salary is offered by the City in Plan C.

    Holidays

    Twelve (12) holidays, includes one (1) personal floating holiday to be used at any time after three (3) months of employment and prior to the end of the calendar year.

    Funeral Leave

    Up to three (3) days off with pay due to death of an immediate family member (as defined in the policy manual). Up to four (4) hours off with pay may be obtained through supervisor approval to attend local funeral services of persons other than immediate family.

    Jury/Witness Duty

    Employees required to serve on jury duty will be relieved of responsibility for their regular work shift or portion thereof and receive full pay while serving. All fees received for such service may be retained by the employee. Employees subpoenaed to any civil or criminal court proceeding, which employee is not personally or monetarily interested, shall be paid as if engaged in regular work activities.

    Military Leave

    Allows for up to 240 hours in any one calendar year for annual military training without loss of pay or benefits for any employee in some type of reserve status for the United States Armed Forces. (see policy manual for additional information).

    Maternity Leave

    Refer to Family & Medical Leave for those employees who qualify. Others may take up to three (3) months leave of absence available upon approval of the Department Head. Employees may opt to utilize any combination of paid (sick or annual leave) or unpaid leave.

    Leave of Absence Without Pay

    Written requests are subject to approval by Department Head and City Manager or designee for less than ninety (90) days. Requests for more than ninety (90) days also require Civil Service Board approval for employees in a Civil Service classification.

    Longevity Pay

    Tuition Reimbursement

    Program provides employees up to $2,500 per fiscal year (October 1 through September 30) for reimbursement of tuition of approved college, university, vocational, or correspondence classes upon completion with a grade of "C" or better in credit courses only. Full reimbursement is given for courses and fees, upon approval. The program does not include reimbursement for cost of books, supplies or other related expenses.
