    Whatcom County Health & Community Services is actively seeking an innovative and motivated candidate for the recently created Public Health Evaluator position.

    This position will be responsible for evaluating the activities, contracts, and overall performance of the Healthy Children's Fund levy.

    The position will be a part of the Community & Organizational Development division and report to the Health Information and Assessment Supervisor.

    This position requires both technical knowledge to collect and analyze data as well as leadership in guiding evaluation efforts, working collaboratively with project personnel, community partners, and external evaluation specialists.


    The Healthy Children's Fund levy was approved by Whatcom County in November 2022, and is administered by Whatcom County Health and Community Services.

    The fund is dedicated to the idea that improving the health of our youngest residents improves the health of our entire community.

    The Healthy Children's Fund is an effort to transform our community by investing in children and families.

    After ten years and an investment of nearly $100 million, we envision a broad range of impacts, including but not limited to: 1) an increase in the percentage of kids entering kindergarten ready to learn; and 2) a reduction in the number of children experiencing abuse and neglect.


    Job duties include:

    • Plans, organizes, develops, and implements program evaluation activities for Whatcom County Health & Community Services, consistent with established strategic plans and programmatic requirements and activities.
    • Serves as a subject matter expert on evaluation concepts and methods and maintains an advanced working knowledge of established national frameworks and guidelines for Public Health program evaluation such as the Centers for Disease Control and Prevention (CDC) Framework for Program Evaluation in Public Health. Independently develops and disseminates evaluation resources, tools, and trainings to foster and enhance the Department's internal evaluation capacity.
    • Collaborates with others to identify key processes and performance indicators for program evaluations; and to coordinate, plan and execute evaluation activities such as surveys, focus groups, and secondary data analysis. Provides guidance on quality assurance and quality improvement needs for programs in the Department.
    • Prepares detailed technical and non-technical reports and summary presentations of program evaluation results. Adapts communication styles to effectively engage and interact with diverse individuals and groups, applying culturally competent approaches to evaluation practice.
    • In collaboration with policymakers, program managers, supervisors and staff, interprets and applies evaluation findings to develop action plans and inform programs and policies.
    • Designs, develops and maintains data collection and program evaluation tools. Develops, tests, and utilizes valid data collection tools. Works with diverse data sources. Compiles, merges, and cleans data for analysis. Plans, creates and manages data analysis, interpretation of analysis, and preparation of reports for both internal and external use.
    • Using QA/QI principles, conducts routine in-depth analyses of complex program data, requirements, and impact; identifying problem areas and working with staff to resolve them.
    • Evaluates health equity in programmatic work and ensures best practices are implemented to the extent feasible. Supports program staff in identifying benchmarks for closing gaps for population groups experiencing health disparities to improving health equity in programs.
    • Manages projects efficiently in an environment of shifting priorities with time and budget constraints, and with multiple stakeholders.

    Salary Range:
    MCBA Range 180.0

    We are required by State Law to list the full salary range.

    As a public entity and in a union-covered position, we are required to make pay decisions based on experience, qualifications, and equity with other employees.

    Hiring rate typically is limited to entry to mid of the posted salary range, subject to required approvals.

    This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any negotiated Cost of Living Adjustments (COLA).


    • Bachelor's degree in public health, community health, epidemiology, public health administration, social sciences, or a related field.
    • 4 years of progressively responsible experience in public health program evaluation and/or performance management, including project management.
    • Master's degree preferred and may be substituted for six months of required experience.
    • Requires experience with various evaluation methodologies such as quantitative, qualitative, mixed methods, and participatory approaches; including knowledge of study design, data collection techniques, sampling methods, and statistical analysis.
    • Requires experience with in statistical software including Excel, R, and STATA, and experience with data visualization tools such as PBI or Tableau.
    • Experience conducting evaluations of public health programs or interventions is preferred. This includes designing evaluation frameworks, developing indicators, collecting and analyzing data, and synthesizing findings into actionable recommendations.
    • Experience with Lean or Six Sigma methods, or other similar complex service delivery processes and problems. Six Sigma Black Belt certification or related process improvement certification preferred.
    • Experience with meeting facilitation, conflict resolution, and negotiation to engage stakeholders in an evaluation process based on shared priorities preferred.
