JOB DESCRIPTION

GENERAL DESCRIPTION
This position is primarily responsible for conducting annual rental housing inspections throughout the City. Also, responds to reports of alleged rental permit violations and other violations of Code, as needed. Some weekend work and flexible hours may be required. Position reports to the Senior Code Enforcement Officer.


ESSENTIAL JOB FUNCTIONS

  • Performs interior and exterior inspections of rental properties in accordance with the City's land development regulations, the Florida building code, and the international property maintenance regulations;
  • Assists residents, visitors, property managers, brokers, and the general public by answering questions regarding rental permitting and enforcement;
  • Investigates unpermitted advertised rentals and citizen complaints of alleged rental permit violations;
  • Contacts property owners and rental management agencies to resolve violations and bring the property into compliance;
  • Performs such administrative responsibilities as preparing and sending written correspondences, Notices of Violation, Notices of Hearing for Code Enforcement cases, and other notices as required by law;
  • Performs a variety of related support activities to include, but not limited to, recording orders with Clerk of the Circuit Court, conducting property records and code research, and maintaining file and case records;
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:


  • Knowledge of local, county and state statutes related to rental housing inspections, and the ability to enforce and interpret them as required.
  • Knowledge of legal principles and practices as applied to rental housing investigation, gathering, and documenting evidence, and presenting Code Enforcement cases.
  • Knowledge of the geography of the City, proximate incorporated areas and the City's road network.
  • Ability to enforce ordinances with firmness, tact and impartiality and to deal courteously with the general public.
  • Ability to work outdoors in inclement weather and environmental conditions.
  • Knowledge of business English, spelling and punctuation, in order to prepare documents and compose letters, etc.
  • Ability to access input and retrieve information from a computer
  • Ability to keep records and make reports from such records.
  • Ability to organize files for retention and retrieval.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:


High school graduation or possession of an acceptable equivalency diploma and minimum of two (2) years' related work experience, preferably with a specialized training in rental housing inspections.

(A comparable amount of training, education or experience can be substituted for the minimum qualifications)


LICENSES, CERTIFICATIONS OR REGISTATIONS:


  • Current Florida driver's license
  • Ability to obtain and maintain specialized and advanced certifications in Rental Housing disciplines following employment.

ESSENTIAL PHYSICAL SKILLS:

ENVIRONMENTAL CONDITIONS:


  • Work requires entering residences with property owners
  • Works outside in various weather conditions with: slippery and uneven surfaces, heights (up to 10feet)
  • Conditions are likely to be stressful at times
Some weekend work and flexible hours may be required


Pay:
From $17.56 per hour

Expected hours: 40 per week
