GENERAL SUMMARY


Responsible for maintaining and preparing special audit and control reports by collecting, analyzing, and summarizing operating information and trends for all Houston Housing Authority Public Housing and Tax Credit properties about compliance guidelines and requirements.

Reports to the Director of Asset Management.


PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Audit files to ensure compliance with income verifications, rent calculations, and processing tenant income certifications.
  • Maintain ELITE reports, including PIC and other HUD reports to respond to HUD, PHA, State Housing Finance Agencies, and other regulatory agencies.
  • Prepare responses to any audit findings or concerns.
  • Assist in the coordination of training and staff development.
  • Coordinate operational strategies through the Director of Asset Management.
  • Participate in pertinent meetings involving building/property concerns.
  • Along with the Director of Asset Management, ensure compliance with the Public Housing and Tax Credit programs.
  • Maintain strong working knowledge of all Public Housing/ACC regulations and guidelines, including staying abreast of ongoing legislative and HUD Handbook/regulatory changes and updates.
  • Maintain compliance and strong working knowledge of all Public Housing and sitebased waitlists.
  • Monitor performance of all Public Housing and Tax Credit properties pertaining to compliance guidelines and requirements.
  • Proactively communicate concerns of noncompliance to management agents.
  • Monitor and ensure compliance with ELITE and similar electronic resources (PIC, EIV, etc.).
  • Prepare responses to any formal issues of noncompliance.
  • All other duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of federal, state, and local laws, rules, and regulations, about lowincome housing and Houston Housing Authority policies and procedures.
  • Knowledge of the principles, practices, and techniques of public housing management. Some knowledge of principles, procedures, and methods of budgeting and data processing.
  • Ability to establish and maintain effective working relationships with other employees and the public and deal effectively with situations requiring one to be tactful and diplomatic yet firm.
  • Ability to communicate clearly and concisely, verbally and in writing.
  • Ability to compile and interpret statistical data for effective reporting.
  • Ability to develop training materials and make effective presentations.

  • The employee performs a moderate number of routine and generally related tasks.
  • The employee identifies work that needs to be done, prioritizes, coordinates efforts, and performs the tasks.
  • Occasionally, the employee must make decisions regarding unusual or sensitive situations and develop new solutions.
  • The employee's work affects other employees and residents throughout the housing developments.
  • Successful accomplishment of managing compliance processes and reporting data by the employee can enhance the Houston Housing Authority's ability to adhere to HUD and other regulatory agency guidelines.

GUIDELINES

  • The employee follows regulations and guidelines issued by HUD and Public Housing/ACC regulations and guidelines, including staying abreast of ongoing legislative and HUD Handbook/regulatory changes and updates.
  • The employee acts independently in making decisions about the best course of action. In situations where there are no guidelines, the employee may adapt existing procedures, develop new guidelines, decide based on the circumstances, or seek guidance from the Director of Asset Management.
  • When new guidelines are required, the employee develops them in consultation with the Director of Asset Management.

SUPERVISORY CONTROLS

  • Generally, the assignments and instructions from the Director of Asset Management are broad. However, there are intermittent occasions when the employee may receive specific instructions.
  • The employee initiates and performs routine activities without supervisory direction.
  • Problems or situations that arise and are not covered by instructions are dealt with independently or in consultation with the Director of Asset Management.
  • The employee's work is reviewed regularly for adherence to policies and objectives.

PERSONAL CONTACTS

  • The employee has contact with Houston Housing Authority employees at all levels and with various persons, including the general public, residents, resident association officers, officials, and representatives of various social service, educational and local, state, and federal agencies.
  • The primary purposes of contacts are to gain, clarify, or give information; plan, coordinate, and advise on work efforts; motivate, influence, or direct persons or groups; and justify, defend, negotiate, or resolve controversial matters or issues.
