**Job Description:**
The purpose of this position Staff Administrator is to provide support to National Nuclear Security Administration (NNSA) Capital Projects to facilitate and verify subcontract deliverables and execute responsibilities as assigned by the respective manager/procurement representative. This support is in the form of administrative oversight in the areas of supplier work execution, documentation of safety, security and services rendered . Safety is a primary responsibility for all employees working on and off SRS property . Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.
**Work Requirements:**
Subcontractor shall assist in buying commodities and administrating subcontract services at all phases of the acquisition and work execution. They will also provide support to the NCP as directed by the procurement representatives. Subcontractor shall assist as needed, various SRNS departments to verify Supplier compliance with safety, security programs, monthly accruals, and audits .
Buyer should also be highly motivated, adaptable to rapidly changing conditions while maintaining their professionalism, possess strong communication skills - both written and verbal.
**Duties (Not Inclusive):**
Track and provide purchasing requisitions to Buyers for review.
Receive , validate, and process invoices.
Prepare and maintains and updates supplier/subcontractors' and Procurement files to include records of payment.
Assist with the prepares Bid Analysis Summary.
Setup meetings with Suppliers .
Executing subcontract responsibilities as assigned by the Procurement Representative (PR).
Coordinate and schedule required site training.
Ensure compliance with Purchase Order/Subcontract requirements to include deliverables.
Reviewing and approving invoices for payment of non-manual off-site service and material subcontracts as designated by the PR.
Monitor the expenditures of the subcontract to ensure funding and labor hour limitations are not exceeded.
Provide monthly accruals information to Project Controls and management as required .
Subcontractor must successfully complete the duties assigned above, as demonstrated during the period of performance and verified by the service provider's manager or designee on a weekly basis.
Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles . The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.
**Experience/Skills:**
Candidate must demonstrate a knowledge of practical experience relevant to supervisory/monitoring positions. Prior experience in a supervisory or management capacity would be preferred. Experience in Oracle PeopleSoft would be a plus, but not required .

**Qualification Criteria:**
The Subcontractor shall provide one Procurement Engineer, (Associate Buyer CLIN25), as defined in the "Performance Work Statement for NNSA. Capital Services Engineering & Professional Support for: All NNSA Capital Projects" (PWS-A attachment A, table entitled, "Approved Labor Categories. "
An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance .
Must be a US Citizen.
**Period of Performance Schedule:**
Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two thousand and eighty hours .
The period of performance shall be for a period of one year from award of this agreement no renewals .
