THE POSITION:


Could you be the next Financial Programs Supervisor for Pennsylvania's Office of the Budget? The primary responsibilities of this Administrative Officer 3 position is to manage the daily operations of the Commonwealth Purchasing Card/Corporate Card program and the Commonwealth Merchant Services program, manage the Commonwealth's Monthly Fleet Card invoice payment process, as well as provide support for the Advancement Account Program.

DESCRIPTION OF WORK:


In this role, you will manage communications between contractors, the Department of General Services (DGS), Integrated Enterprise System (IES), and the Commonwealth Agency Purchasing Card/Corporate Card; coordinate and direct the processing of monthly Purchase Card invoices; and serve as a liaison with the contractors, subcontractors, and Commonwealth agencies who accept credit cards for payment.


You will be responsible for directing the monthly fleet card invoice process; supervising the analysis and processing of the monthly invoice file; working with IES and the contractors to resolve any issues; serving as the level 1 help desk for issues surrounding the monthly invoice process; and assisting in resolving account coding errors.

Work Schedule and Additional Information:


  • Fulltime employment
  • Work hours are 7:30 AM to 4:00 PM, Monday
  • Friday, with 60minute lunch.

Telework:You may be expected to work from home (telework) full-time. You must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

  • Occasional inoffice days may be required when work dictates such requirements. Telework requirements may change at the Governor's discretion at any time.

Note: Your headquarters is 555 Walnut Street, Harrisburg. You will be required to report to headquarters to pick up your equipment and attend periodic meetings at your expense.


REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:


QUALIFICATIONS

Minimum Experience and Training Requirements:


  • One year as an Administrative Officer 2;
    or:
  • Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university;
    or:
  • Any equivalent combination of experience and training.

Additional Requirements:


  • You must be able to perform essential job functions.

Preferred Qualifications (not required):


  • One or more years of experience performing, coordinating, or administering electronic payment processes such as credit cards, ACH, EFT, TeleCheck, or in programrelated experience with purchasing cards/travel (corporate) cards.
  • Experience drafting policy or policy changes
  • Supervisory experience
  • Working knowledge of SAP
  • Experience coordinating and leading meetings
  • Experience using Microsoft Office Suite software (Excel, Word, PowerPoint, Outlook, Access)
  • Experience working with executive and legal personnel regarding policy matters
  • Experience in data analysis or trend analysis
  • Work experience in program administration and/or management
