Job Summary:

The Assistant Director is an executive level public health administrator reporting to the Deputy Director. This position is a key member of the MHSADS executive team with responsibility for a designated portfolio.

The successful applicant is a proven leader with thorough working knowledge of healthcare operations that support the delivery of mental health, substance use disorder and developmental disability services.


Responsibilities of the position include:

  • Collaboration with members of the executive leadership and senior management teams for strategic and operational planning
  • Assisting with the development and monitoring of the department budget
  • Developing, planning, leading and implementing new service models, standards, and practices
  • Serving as a credible expert and trusted advisor who offers sound advice and guidance to the Department Director, Department staff, County Administration, the Board of Supervisors and other internal and external stakeholders on a variety of matters within the assigned area(s) of responsibility
  • Communicating effectively through verbal, written, and presentation skills
  • Articulating technical concepts in a nontechnical manner to varied audiences
  • Translating strategic vision into actionable plans
  • Project management of complex initiatives
  • Implementation of MHSADS policies and directives; participation in various planning, coordinating and advocacy activities at state, regional and local levels
  • Workforce development for the designated service lines of up to 200 full and parttime staff
  • Assist the Department Director in developing, maintaining and/or communicating the mission, vision, and values of the Department and Loudoun County government
Hiring salary will be commensurate with experience.


Minimum Qualifications:


  • Requires any combination of education and experience equivalent to a Master's Degree in Public Administration, Healthcare Administration, or a Health and Human Services related field.
  • Five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting, or equivalent combination of education and experience.

Preferred:

  • Strong interpersonal skills, the ability to mentor staff and effectively work with and develop positive relationships with various stakeholders.

Job Contingencies and Special Requirements:


  • This is an executive level position and is expected to work outside of normal business hours, when necessary, as determined by the Director or Deputy Director.
  • Must be fitted for N95 (or similar) mask to safely provide onsite services as needed.
  • Employment is contingent upon successful completion of a criminal background check, credit check, driving record check and negative TB test.
  • Must have a valid driver's license in Virginia or regional state of residence.
