Main Purpose of Job:

The Procurement Officer Associate is the entry level of professional work within the Department of Procurement, Contract & Grant Administration (DPCGA) for the Maryland Judiciary, Administrative Office of the Courts, and may be trained and assigned to roles and duties the DPCGA in one or more of the following areas:

Procurement Administration
Assists in the procurement of basic supplies and services which are typically obtained through the Small Procurement process. Assists with soliciting, evaluating, negotiating and awarding solicitations according to the Maryland Judiciary's Procurement Policy, procedures and regulations. Assists with the administration of the Judiciary's Procurement Card Program. Utilizes the Judiciary?s GEARS financial system to process a variety of documents and transactions.


Grants & MOUs

Travel
Assists the Travel Coordinator with booking travel arrangements, conference enrollments for Judiciary staff, and other administrative functions.


Diversity & Outreach
Employees in this classification receive close supervision from the Procurement Manager, or another designated administrator.


Education:
Bachelor's Degree.


Experience:
One (1) year of work experience in procurement sourcing, award activities, contract management, grant management, or procurement operations.


Note:

Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.


Knowledge, Skills, and Abilities:


Knowledge of:

Theories, principles, and practices of public procurement and/or grants administration.

Government procurement and/or grants laws, regulations, policies, and procedures.

Specification writing techniques.

The principles and practices of management and public administration.


Skill in:

Learning the process of conducting Small Procurements.

Using computers and appropriate software to prepare Small Procurement specifications and other procurement documents.

Reviewing, analyzing and approving requisition documents for required content and proper format.


Ability to:


Assist in the review of procurement documents for compliance with laws and regulations, as well as Judiciary policies and procedures.

Prepare accurate and complete solicitation and purchasing documents.

Learn and explain procurement regulations and procedures or engage management to assist.

Work and complete assignments under strict timelines.

Update and maintain organized and through electronic and hard-copy files.

Communicate effectively with all levels of officials both inside and outside the agency.
