Duties:


This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a full performance GS-15, Supervisory Investigator, you will:

  • Oversee subordinate supervisors and non-supervisory employees engaged in substantive counterintelligence (CI) covering agent activities, investigative and analytical operations, as well as contracting and business functions.
  • Evaluate, plan, coordinate, control, and direct CI operational activities and countermeasures pertaining to all intelligence and intelligence related policy, goals, objectives, and procedures for DOE HQ.
  • Oversee preparation of intelligence damage assessments in which the success of espionage operation or other intelligence compromises by foreign intelligence services is analyzed.
  • Provide a focal point for development, coordination, and dissemination of information with those counterintelligence components of the Federal Bureau of Investigation (FBI), Central Intelligence Agency (CIA), other Intelligence Community Agencies, and the Uniformed Military Services.
  • Advise DOE HQ officials, contractor and other nonlaboratory senior management on matters relating to Foreign Intelligence Entity (FIE) activities, which could have an adverse impact on designated operations, technologies, information, facilities and personnel.

  • May be required to successfully complete a 1year trial period.
  • First time supervisors will be required to serve a 1year probationary period.
  • You are required to submit a Financial Disclosure Statement, OGE450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CIscope polygraph examination.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • This position is not included in a Bargaining Unit.

Qualifications:


  • Participating in the determination of foreign intelligence organization involvement to determine protective actions to be taken in coordination with computer security officials and appropriate law enforcement entities.
  • Providing administrative inquires, prepares reports and expert analysis, assessments, briefings, or testimony on counterintelligence (CI) issues to including counterterrorism (CT) investigations and foreign intelligence threats to personnel or facilities.
  • Assisting with CI and Foreign Intelligence Entity (FIE)related matters, including proposed changes to policy or upgrading programs necessary for continued effective protection against all levels of the espionage threat.
  • Collaborating with external CI elements and liaison with Intelligence Community members to assist in any ongoing espionage investigations.
"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include:

volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
