Research Specialist V- The Research Specialist V reports to the Director of the Office of Quality Analytics Data and Reporting within the MCS Quality and Program Improvement Section.

This office supports agency efforts to transition Medicaid to a value-based system offering better care, smarter spending, and healthier people and communities.

The position works under general supervision with latitude for the use of initiative and independent judgement, coordinating with staff across the HHS system, other agencies, academic institutions, contractors, HHSC advisory committees, and other health care stakeholder groups to ensure that projects are effectively planned, implemented, tracked, and managed.


Essential Job Functions:

The Research Specialist V works collaboratively across MCS to identify innovative and effective solutions for clients and staff:

  • EJF 1 (30%) Manages and assists with quality improvement and value-based projects, including projects related to reducing potentially preventable events, improving performance on other health care performance measures, and advancing value-based care and payment models in Medicaid/CHIP. Develops and manages contracts, charters, project plans, and other documentation needed for project implementations.
  • EJF 2 (25%) Liaisons with program advisory committees, agency staff, and other stakeholders to provide needed support, research, and analyses. Oversees the collection, organization, analysis, and preparation of materials in response to requests for program information, data, and reports. Has primary responsibility for curating and maintaining the Medicaid and CHIP program's Quality and Efficiency Improvement web site.
  • EJF 2 (20%) Leads and assists with evaluations and other analyses of the impact of quality improvement projects, valuebased payment models, and other initiatives. Conducts and stays abreast of research on best practices in advancing value in healthcare, specifically Medicaid/CHIP. Assists in developing specialized research projects pertaining to quality initiatives. Oversees the completion of related reports, studies, and specialized projects. Coordinates and confers with the state's Medicaid External Quality Review Organization and other contractors on office data and analytic projects.
  • EJF 4 (15%) Analyzes proposed and existing legislation for programmatic or fiscal impact. Identifies the need for and, if authorized, assists in the implementation of new programs/initiatives, as directed or recommend by the legislature, HHSC advisory committees, or HHSC leadership.
  • EJF 5 (10%) Demonstrates commitment to the values of MCS and HHSC, including showing initiative to take on new projects, being teamoriented, and providing outstanding customer service. Performs other duties as assigned.

  • Skill in using spreadsheet, statistical, or other analytic software (e.g., Excel, Access, SPSS, SAS, R, JMP, or STATA)
  • Skill in graphical, tabular, and geographic display of data
  • Skill with visualization or presentations software such as at Tableau or PowerPoint
  • Ability to research, write, and produce professional level reports, articles, and other documents
  • Ability to research and understand technical and professional literature and adapt appropriate concepts to evaluation, analytic, and other projects
  • Ability to analyze health care and related data sets
  • Ability to plan, organize, and manage projects and to use related software and tools
  • Ability to work in a team and to communicate effectively
  • Ability to exercise independent judgment and show initiative
  • Ability to maintain detailed and organized documentation of projects
  • Ability to train and lead staff on teambased projects

Initial Selection Criteria:


Three years professional experience in commercial, federal, or state healthcare or public health programs to include meaningful participation in healthcare or related research or quality projects.

Graduation from an accredited four-year college or university with major coursework related to position. Experience and education may be substituted for one another.
