    The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with Office of Information Security. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

    Cybersecurity Analyst II: Performs complex (journey-level) information security and cybersecurity analysis work. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

    Cybersecurity Analyst III: Performs highly complex (senior-level) information security and cybersecurity analysis work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

  • Essential Job Elements:

  • Manages and maintains cybersecurity tools and infrastructure to safeguard agency data and systems.
  • Researches and analyzes cybersecurity threat indicators and their behaviors for the prevention, detection, containment, and correction of data security breaches, and recommends threat mitigation strategies.
  • Performs cybersecurity incident response activities such as preparation and prevention; detection and analysis; containment, eradication, and recovery; and post-incident activity.
  • Performs technical risk assessments and reviews of account permissions, computer data access needs, security violations, programming changes, and new and existing applications and systems, including data center physical security and environment.
  • Performs vulnerability scans of networks and applications to assess effectiveness and identify weaknesses. Assist in identifying and evaluating new cybersecurity technologies to identify and remediate vulnerabilities. Make recommendations on improving network, server, workstation and application security.
  • Monitors systems and procedures to protect agency information resources from unauthorized access. Monitors and analyzes cybersecurity alerts from cybersecurity tools, network devices, and information systems.
  • Researches and remains current with emerging threats and solutions relevant to cybersecurity and its implementations. Maintains current knowledge of industry trends and standards in information security.
  • Qualifications

    Minimum Qualifications:

    Cybersecurity Analyst II:

    Two (2) years' cybersecurity analysis or related IT security experience.*

    Cybersecurity Analyst III:

    Four (4) years' cybersecurity analysis or related IT security experience.*

    *Note:

    One (1) year of required experience may be substituted for a bachelor's degree in Cybersecurity, Information Security, or other related technical field.

    Two (2) years of required experience may be substituted for a master's degree in Cybersecurity, Information Security, or other related technical field.

    Preferred Qualifications:

    Cybersecurity Analyst II/III:

    Graduation from an accredited four-year college or university with major coursework in information technology security, information assurance, computer information systems, computer science, management information systems, or a related field is generally preferred.

    Experience with managing cybersecurity tools and solutions which includes, but is not limited to:

    -Endpoint Detection and Response (EDR)

    -Integrated Cloud Email Security (ICES) and Secure Email Gateway (SEG)

    -Security Incident and Event Management (SIEM)

    -Secure Web Gateway (SWG)

    -Vulnerability and Threat Exposure Management

    Cybersecurity Analyst II:

    Security+ or comparative security certification.

    Cybersecurity Analyst III:

    CISSP, GIAC, OSCP, PNPT, or comparative senior-level security certification.

    Knowledge, Skills, and Abilities

    Cybersecurity Analyst II/III:

    Knowledge of the limitations and capabilities of computer systems and technology; technology across all mainstream networks, operating systems, and application platforms; operational support of networks, operating systems, Internet technologies, databases, and security applications and infrastructure; cybersecurity and information security controls, practices, procedures, and regulations; incident response program practices and procedures; and information security practices, procedures, and regulations.

    Skill in the use of applicable software and the configuring, deploying, monitoring, and automating of security applications and infrastructure.

    Skill in managing multiple conflicting tasks/deadlines.

    Ability to resolve complex security issues in diverse and decentralized environments; to plan, develop, monitor, and maintain cybersecurity and information technology security processes and controls; and to communicate effectively.

    Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.

    Ability to establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts.

    Physical Requirements

    This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
