MELE Associates maintains a contract with the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90), which works to maintain, operate, and modernize NNSA infrastructure to enable program results.

NNSA's infrastructure protects global security through unique capabilities found nowhere else in the United States. These capabilities are threatened by deteriorating facilities built during the Manhattan Project and Cold War eras. MELE requires a Strategic Planner to support the Infrastructure Lifecycle Management (NA-91).

The Strategic Planner will support and enable the NNSA Enterprise Blueprint and Build SMART initiative by providing
facility, campus, and/or urban planning expertise to advise on and develop strategies for modernizing the NNSA enterprise, including:

reviewing and providing feedback on
site plans, identifying and documenting best practices and lessons-learned for
campus planning, establishing goals/plans for
Nuclear Security Enterprise (NSE)-wide office space and utilities modernization.


The Enterprise Blueprint will define NNSA's integrated priorities for the capabilities to achieve needed capacity, resilience, and responsiveness across the distributed enterprise.

The Blueprint will outline plans for modern production capabilities, science and technology infrastructure, aspects of future business systems, and integration of new technologies and processes.


The NA-90 Build SMART initiative aims to improve cost estimating and upfront planning, increase partnerships that support delivering projects more quickly, and deliver capability for the complex on time and within budget.

SMART stands for Strategic Planning, Mission Focused, Agile, Risk Informed Decision Making, and Timely.

Some of the specific activities include tracking weekly execution of projects, establishing partnering sessions, conducting specific deep dives for execution as well as planning, working with others like the Army Corps of Engineers to improve cost estimating, and using Artificial Intelligence to accelerate construction to production phases.


The Strategic Planner will support the following functions:

  • Provide facility, campus, and/or urban planning expertise to advise on and develop strategies for modernizing the NNSA enterprise.
  • Review, assess, and provide feedback on NNSA Site plans.
  • Research, define, and document best practices and lessonslearned for campus planning.
  • Establish goals and plans for NSEwide office space and utilities modernization.
  • Support NNSA's infrastructure planning activities, including integrating across eight geographically diverse sites and multiple programs to develop plans revitalize and modernize infrastructure to support key capabilities.
  • Provide analytical support and advice to NA911 senior management and program managers on assigned tasks and projects.
  • Conduct independent research, obtain information from various sources, and perform special studies as needed to develop innovative solutions to complex challenges.
  • Provide program management support. Support planning, prioritizing, and coordinating with other NNSA programs and organizations.
  • Develop program briefings and conducts analysis and develops findings and recommendations on program matters.
  • Coordinate, consolidate, and integrate team input into clear and balanced documentation and policies to support leadership decisionmaking.

Requirements:


  • College Graduate required; preferred B.S.
  • Prior work experience performing technical data management experience is an acceptable substitute for nontechnical degree
  • At least 4years related experience
  • Substantial knowledge and experience on facility, campus, and/or urban planning
  • Program management skills including financial management
  • Ability to work as part of hard working, dynamic team
  • Highly energetic and innovative
  • Strong interest in national security
  • Qclearance or ability to acquire a Q clearance
  • Full time position with a combination telework/in office.

Desired:

  • Master's Degree in related field
  • Knowledge or experience in infrastructure or large facilities program/project management
  • Experience supporting NNSA programs and/or familiarity with NNSA M&O model
