Minimum Qualifications


Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.


Preferred Qualifications:

Knowledge of the New York State long term care continuum; Excellent written and oral communication skills; Demonstrated organizational, supervision, and management skills; A strong commitment to teamwork and mission-focused creative thinking and problem resolution; Proven ability to implement sustainable programs and activities.


Duties Description


The incumbent will have overall responsibility for the oversight and policy development for home care training programs, evaluation, and registry requirements, and will work with a team of professionals who support these functions in accordance with state and federal law and regulations.

The incumbent will ensure proper administration of the Home Care Registry and Nurse Aide Registry and provide oversight of the Advanced Home Health Aide Training Program, Home Health Aide Training Program, Personal Care Aide Training Program, Nurse Aide Training Program, and Hybrid Training Program.

In addition, the incumbent will be responsible for the recruitment/retention of team members, ensure program integrity and provide direction to program staff involved in a wide range of activities associated with enhancing the overall long-term care workforce.

The incumbent will supervisor other Bureau staff including monitoring time and attendance, staffing/calendar preparation, performance planning, evaluations, and training; and other duties as assigned.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
