_ Position_


The Manager of Policy is an integral member of the Research & Industry Strategy team, which ensures that SEPA members have access to the data, research, insight, and facilitation necessary to support the electric power industry's smart transition to a clean and modern grid.

The Manager of Policy's primary mission is to demonstrate leadership in the development of impactful policy research and analysis and provide guidance on policy insights to facilitate SEPA's mission, complementing SEPA's non-lobbying advocacy efforts to educate and inform.

Additionally, this position may require supervision and/or mentoring of junior staff members.

The salary range for this position is
$85,000 - $105,000 with the target being around
$95,000 based on experience.


Requirements:


  • Research and Analysis_
  • Monitors federal, state, and local legislation and regulations that affect the electric industry's ability to decarbonize.
  • Design, manage, and deliver multiple policy research & client projects including crafting hypotheses, data collection approaches, analysis and evaluation methodologies, and desired learning outcomes.
  • Conducts outreach with policy research targets for primary data collection via webbased survey instruments, facetoface or phonebased interviews, or other formats as required.
  • Guides staff in conducting extensive reviews and analysis of data to ensure accuracy and statistical significance.
  • Authors, coleads, and/or supports various research outputs based on key findings from primary research.
  • Directs junior staff in defining and executing on project approach for key areas of responsibility.
  • Provides content peer review support and final QA/QC in support of junior research staff.
  • Communicate Research Findings_
  • Presents policy research findings at SEPA conferences and external events (e.g. National Association of Regulatory Utility Commissioners, National Association of State Energy Officials, National Association of State Utility Consumer Advocates).
  • Converts policy research content into various formats working with SEPA's marketing and communications teams to identify and implement communications strategies. This may include webinars, podcasts, SEPA conference sessions, blogs, infographics, slide decks, industry articles, or other formats as requested.
  • Works with SEPA's marketing and communications teams to publicize policy research externally through social media channels.
  • Project Management Leadership_
  • Manages research and client projects as assigned with support from junior staff and input from internal and external project stakeholders.
  • Defines project scope, goals, resource requirements, and deliverables including marketing strategy for assigned projects.
  • Responsible for planning and implementation of assigned projects that include developing and managing the project plan, scope, schedule, budget, resources, and risks.
  • Ensures accuracy and high quality of data and writing represented in each deliverable.
  • Manage a matrixed team and provide support and mentoring of junior staff, as needed
  • Member Support_
  • Provides member support in the form of responding to requests for inperson presentations, workshops, facilitation services, and membersponsored policy research or advisory services.
  • Serves as project lead for industry convenings and special projects and initiatives as assigned.
  • Provides policy support and staff leadership to working groups, as assigned on topics relevant to expertise.
  • Other tasks as assigned.

_ Qualifications_

  • Four to seven years of combined experience in the electricity industry, energy policy, utility business models, electric utility, renewable/distributed/new and emerging technologies, regulation, or electric industry consulting.
  • Knowledge of electric utility, decarbonization, statelevel policies & regulations, renewable energy, and/or distributed energy resource industries, particularly in solar, storage, demand response, grid modernization, and/or electric vehicles.
  • Superior project management skills and an entrepreneurial mindset.
  • Strong written communication skills, with the ability to translate complex concepts and challen
