    Summary Description

    Under supervision (Public Safety Dispatcher I) or general supervision (Public Safety Dispatcher II), receives and processes routine and emergency calls and alarms; dispatches Police and other public service entities as required; enters, retrieves, and uses data from various automated law enforcement information systems; coordinates with other emergency service providers as appropriate; assists in the training of less experienced personnel; and operates a variety of communication equipment including radio, telephone, and computer systems.

    Representative Duties

    1. Receives and processes routine and emergency calls and alarms; dispatches police and other public service entities as required; provides per-arrival instructions; enters, retrieves, and uses data from various automated law enforcement information systems; coordinates with other emergency service providers as appropriate; assists in the training of less experienced personnel.
    2. Screens incoming calls to determine necessity, priority and type of response required; monitors other radio frequencies to be aware of incidents elsewhere that may affect City of Beaumont police operations; dispatches and monitors the status of field units; interprets level of service needed through information obtained from field officers or citizens; maintains calm in radio transmissions during hectic, tense, and dangerous situations.
    3. Utilizes Computer Aided Dispatch (CAD) System in order to maintain accurate computer log of incoming service requests and actions taken; prepares other reports and records as directed; maintains files necessary for dispatch as assigned; enters, updates, and retrieves information from various computer networks; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
    4. Informs the Watch Commander of calls in progress; maintains records of all pending and dispatched calls for service; receives information and calls for service from other law enforcement agencies; provides information to other agencies by telephone and teletype.
    5. Monitors station security; monitors security and holding cell cameras.
    6. Operates a variety of office equipment, including computers, copy machines, telephones, fax, email, and other various computer systems.
    7. Prepares and types clear, concise, and comprehensive reports, forms, memorandums, correspondence, and records using correct sentence structure, grammar, and spelling.
    8. Responds to requests for information from the public, City departments and outside agencies.
    9. Establishes and maintains effective working relationships with city employees, the public, and other agencies with which the department interacts.
    10. Responsible for reporting violations of departmental policy and procedures, regulations, or suspected criminal activity to an appropriate supervisor.
    11. Performs related duties, as assigned.
    Qualifications

    Knowledge of:
    Operations, services, and activities of a police communications center.
    Operations of a computer aided dispatch system.
    Current law enforcement codes, procedures, and practices.
    Principles and practices of record keeping, security, and dissemination.
    Techniques of questioning for both emergency and non-emergency calls.
    Streets, landmarks, and geography of area.
    English usage, spelling, grammar, and punctuation.
    Modern office procedures, methods, and computer equipment.
    The proper care and use of communications, faxes and other office equipment related to the position.
    Pertinent federal, state, and local laws, codes, and regulations.

    Ability to:
    Work under pressure, exercise good judgment and make sound decisions in emergency situations.
    React calmly and effectively to emergency situations.
    Establish priority of emergency situations.
    Effectively communicate and elicit information from upset and irate callers.
    Analyze and interpret maps.
    Perform routine multi-tasking functions.

    Operate a variety of office equipment including a computer, teletype, and radio.

    Experience, Education and Licenses

    Public Safety Dispatcher I

    Education/Training:

    Equivalent to the completion of the twelfth grade.

    License or Certificate:
    Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.

    Possession of, or ability to obtain, a Peace Officer's Standards and Training (POST) Basic Public Safety Dispatcher certificate.

    Public Safety Dispatcher II

    Education/Training:
    Equivalent to the completion of the twelfth grade.
    Experience:
    Two years of increasingly responsible communications or dispatch experience. Experience with Computer Aided Dispatch System is preferred.
    License or Certificate:
    Must possess a valid California Class C Driver's License and maintain possession of such license during the course of employment.
    Possession of, or ability to obtain, a Peace Officer's Standards and Training (POST) Basic Public Safety Dispatcher certificate.

Additionally, the position requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Near and far vision is required in order to read work related documents and use the computer. Position requires operation of a visual display terminal for extended periods of time. Acute hearing is required when providing phone, dispatch, and personal service. The position requires lifting, carrying, pushing, and/or pulling objects weighing up to 25 pounds. Incumbent must be willing to work shift work, including nights, weekends, and holidays.
