The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution.

DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees.

DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City.


The Bureau of Water Supply seeks to hire an Administrative Manager (NM) Level III to serve as Chief, Risk Management Program (RMP)/Environmental Health Safety (EHS) Project Compliance in the RMP/EHS Management Services Unit, (RMP) Section, Water Treatment Operations Directorate located in Valhalla, NY.


The Risk Management Program Section performs a critical role to support the two operational divisions in the directorate to ensure compliance with the EPA 40 CFR Part 68 Risk Management Program and OSHA 29 CFR Process Safety Management Program and New York City Division of Emergency Response and Technical Assessment (DERTA) Risk Management Program.

The Risk Management Program Section provides support for the Respiratory Protection Program at Water Treatment Operations (WTO) facilities.


The RMP/EHS Management Services Unit provides support for the Chemical and Petroleum Bulk Program, partnering with the Bureau EHS to facilities in the Bureau of Water Supply.

The RMP/EHS Management Services Unit provides support for the Computerized Maintenance Management System (CMMS), leveraging technology to manage critical water supply assets through the implementation of corrective and preventive maintenance programs, inspection, and testing for the Bureau of Water Supply.


Under direction, of the Deputy Director RMP/EHS Management Services, the Chief of Risk RMP/EHS Project Compliance will provide all RMP/EHS support for the Water Treatment Operations.

Work includes EHS review and management of all phases of service contracts to support operations and maintenance of BWS facilities.

The major facilities under this Directorate include Shaft 18, Catskill/Delaware Ultraviolet Facility, Hillview Reservoir, Croton Filtration Plant, in addition to numerous support facilities, buildings, and grounds.

The Chief of RMP/EHS Project Compliance will serve as the RMP/EHS lead on in-house and capital projects through the scope, design, and construction phases.

They will be responsible for providing RMP/EHS support for all equipment related to various treatment processes, oversight of EHS review for service contract development and management, and the examination of safe work plans for the construction, alteration or repair of buildings and equipment under the jurisdiction of Water Treatment Operations in compliance with federal & state drinking water regulations.


Specific duties include:

  • Providing EHS support to staff responsible for the integrity of the system operations infrastructure. This includes personnel staff involved in the operation, maintenance and repair of water supply aqueducts, reservoirs, equipment, structures, and related appurtenances.
  • Preparing Environmental Health and Safety Plans (EHASP) for maintenance or repair contracts
  • Reviewing facility Site Specific Safe Work Plan (SSWP) and develop standard operating procedures
  • Preparing the annual spend plan and managing the budget and payments for the maintenance programs and/or contracts
  • Providing EHS review during planning, design, and inspections of all contractual work being performed relative to the respective division. Providing construction project management as needed
  • Performing all EHS incident investigations for Job Order Contracts, Task Order Contracts or Capital Contracts and document contractor nonconformances
  • Assisting with the Risk Management and Process Safety Management Programs involving DEP's chlorination system. This includes providing technical support, oversight, training, and review of change to the system, and evaluating and auditing the chlorination systems' operations relative to Risk Management Program (RMP)/Process Safety Management (PSM)
  • Representing the agency head in high level conferences and negotiations or performing research or supervising a unit engaged in research on novel and unusual problems which are extraordinary in one or more of the characteristics of size and capital cost, or requirements of professional competence and creativity, or major impact on the community and other important projects
