THE POSITION:

The Office of Medical Assistance Programs in the Department of Human Services (DHS) is seeking a skilled person who is interested in researching and interpreting policy for their Bureau of Data and Claims Management (BDCM).


This position is responsible for the research, analysis, strategic planning, organizing, and directing of large federal and state policy mandates or changes in relation to the design, development, implementation and maintenance of the Medicaid Management Information System (MMIS).

This position reports to the bureau director, has a high profile within DHS, and is expected to interact with all levels of the organization, with BDCM vendors, or with external stakeholders as needed.

DESCRIPTION OF WORK:


The BDCM is responsible for the MMIS which supports all Medicaid programs across DHS, Center for Medicaid Services (CMS) directed mandates and reporting, statewide programs, Low Income Home Energy Assistance Program (LIHEAP), Children's Health Insurance Program (CHIP), and waiver programs.

These programs impact over 3 million residents of Pennsylvania receiving services from DHS.


The work involves evaluating, interpreting and identification of the state and federal/CMS regulations and mandates, defining and presenting strategic options to leadership for decision making, leading group decision making sessions, leading strategic planning sessions, and managing changes to completion.

This is accomplished either as part of a larger project team or independently. This position is also responsible for responding directly to CMS' proposed rulemaking during comment periods.


Work for this position is performed independently and supervised by the Bureau Director for achievement of goals through ongoing status meetings, reports, strategic planning meetings, and attainment of federal certification for new system modules.

Work Schedule and Additional Information:


  • Fulltime employment
  • Work hours are 8:00 AM to 4:00 PM, Monday to Friday, with 30minute lunch.

Telework:Under the current Administration, this position may have the opportunity to work from home (telework) part-time. You would be required to report to the office 1 day per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:


QUALIFICATIONS

Minimum Experience and Training Requirements:


  • Four years of professional level experience in the fields of human services or health including experience in planning, analysis, research and demonstration, two years of which were in a consultative, supervisory, or administrative capacity; and a bachelor's degree that included or was supplemented by six [6] credits in quantitative analysis, research methods, advanced statistics or related coursework above the introductory level;_ _
    or:
  • Two years of professional level experience in the fields of human services or health; and a master's degree in Public Administration, Policy and Program Analysis, Health Administration or related field that included planning and program analysis, research and demonstration; and included or was supplemented by six [6] credits in quantitative analysis, research methods or related coursework above the introductory level;_ _
    or:
  • Any equivalent combination of experience and training.
