- Responsible for the full range of pre-award and post-award functions.
- Ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase requests.
- Monitor contractors' performance for compliance with terms and conditions of contracts.
- Develop and issue solicitations with appropriate provisions, well defined statements of work, and appropriate award factors.
- Determine milestones to administer assigned contracts.
- Identify potential funding and production problems and initiates remedial or corrective actions
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI , change 3.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One year trial/probationary period may be required.
- You may be expected to travel up to 25% for this position

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees
OR Exemption:
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11
Specialized Experience:
One year of specialized experience which includes (1) Providing pre or post award functions such as writing acquisition strategies, determining price reasonableness, determining contractor responsibility, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; (2) Monitoring contract performance for compliance with terms and conditions; and (3) Reviewing contracts for accuracy in accordance with policy
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)
OR Education:
Ph.
D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position
GS-12
Specialized Experience:
One year of specialized experience which includes (1) Providing pre or post award functions such as writing acquisition strategies, determining price reasonableness, determining contractor responsibility, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; (2) Monitoring contract performance for compliance with terms and conditions; and (3) Analyzing contract data to identify issues and/or recommend corrective action
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
Some federal jobs allow you to substitute your education for the required experience in order to qualify
For this job (GS-12 only), you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted
Education
FOREIGN EDUCATION:
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.
