SEASONAL ASSISTANT HARBORMASTER

Job Summary


Patrol, administrative, and laboring work in the management of the Town harbor and piers, in assisting boaters and the general public and in the enforcement of applicable waterways laws, bylaws and regulations; all other related work as required.


Essential Functions


Assists in the day-to-day operations of the harbor and all other waterways facilities; assists in enforcing local waterways bylaws and Massachusetts General Laws.


Regularly participates in marine rescues; responds to and aids vessels and people in distress; recovers and secures boats lost or adrift.

Operates waste removal vessel within town waters to enforce state no-discharge regulations.


Patrols the town's shorelines and waterways enforcing local, state and federal laws and regulations; issues citations and warnings for violations of the law.

Monitors harbor regularly to protect vessels against unlawful entry, fire, theft, and vandalism.


Performs maintenance of all town piers, launching ramps and docks; responsible for the installation and maintenance of channel markers and all other aids to navigation.


Responds to inquiries from the public concerning fishing areas and regulations; informs the public about proper fishing techniques and licenses required.


Responds to inquiries from the public concerning boat registration, mooring regulations, and other boating issues and boat-related laws or regulations.

Maintains departmental equipment to ensure lasting efficient use; performs minor repairs

Assists in water quality testing.

Responds to oil spills and calls for marine mammals in distress.

Performs record keeping, billing and bookkeeping work; issues mooring and boat permits.

Performs similar or related duties as required, directed or as situation dictates.


Errors could threaten the safety of the environment, harm public health and safety, result in monetary loss, adverse public relations, and reduced level of services.


Qualifications


High School diploma with additional specialized training in seamanship, navigation and small boat handling; two years of progressively responsible experience in boating and waterway operations; law enforcement experience preferred; or any equivalent combination of education and experience.

Must be certified in first aid, CPR and AED use. Certification or demonstrated proficiency in small boat handling, navigation (GPS & Compass) and basic search and rescue practices.


Knowledge, Ability and Skill

  • Knowledge of:_
Comprehensive knowledge of marine operations, boat handling, and rescue techniques.

Familiarity with Dartmouth waterways and local geography.


Knowledge of state and local environmental laws, including but not limited to the regulations of the Massachusetts Division of Marine Fisheries.


Familiarity with Massachusetts boat laws and shellfish-related laws, as well as the procedures for arrest, protective custody, search and seizure.

Familiarity with marine construction including docks, bulkheads, ramps, etc.

Ability to work with the general public and local, state and federal agencies.

Ability to respond quickly to emergencies in a calm and efficient manner.

  • Skill:_
Record keeping skills. Good word processing skills. Navigation skills and the ability to use GPS, radar, compass and radio communication equipment.


Supervision


Works under the direction of the Harbormaster or Deputy Harbormaster in accordance with Town policies and applicable state laws and regulations.

Exercises considerable initiative and independent judgment in managing the Town's harbor and navigable waters, in enforcing bylaws or other regulations and in responding to emergencies.


Job Environment


Work is performed under varying conditions either in an office, boat, or the marine environment; frequent outdoor patrol work with exposure to harsh, unpleasant weather conditions.

Some material is caustic and hazardous, necessitating precise and careful equipment handling.


Requires availability for set seasonal work schedule during times of highest boating demands - including all weekends and summer holidays.


Operates standard office equipment, various hand tools and heavy equipment associated with the operation of a waste pump-out boat or equipment.


Makes frequent contact with town departments or officials, Coast Guard, local, state and federal agencies, and the general public to enforce regulations and respond to inquiries.


Physical Requirements
Frequent physical effort required when performing duties.

May be required to lift, move, and/or push objects which weigh sixty pounds or more as well as climb, stoop, crawl, and kneel for extended periods of time.

Frequently required to work outside during inclement weather conditions. Must have the ability to judge distances and spatial relationships.
