Description:


The Office of Budget and Financial Analysis is the principal staff arm of the Chancellor and Provost in the areas of financial planning, budget and financial policy analysis, and fiscal administration.

In this capacity, the office analyzes policies and programs, assists in determining campus priorities and strategies, guides the annual budgetary process, and monitors fund allocations.

Under the direction of the Associate Director, the Accountant Associate is an integral member of the office team responsible for developing and managing the annual budget.

This position has three specific areas of job duties:

Budget Development, Resource Planning & Accounting Analysis (60%), Accounting for the Contract Programs/Shorelight Education Contract (20%), Special Projects/Financial, Administrative & Operational Support (20%), The Accounting Associate applies professional-level accounting expertise in the management and/or administration of all budgeting processes and performs professional.


Duties & Responsibilities:


  • Developing an understanding of the mission/unique aspects of assigned units.
  • Partner with the unit's fiscal staff to develop and update annual budget meeting documentation to properly demonstrate financial viability and identify weaknesses.
  • Evaluate proforma funding requests for strategic initiatives and program proposals to formulate recommendations to senior management regarding the commitment of campus resources.
  • Provides technical advice and services to units or campus leadership and/or operating managers, interpreting accounting reports, identifying problem areas, developing innovative solutions, and implementing strategies.
  • Draft and track memoranda of understanding for the commitment of campus funds. Validate compliance with terms and conditions; allocate funding and followup to verify that allocated funds are spent as specified in agreements.
  • Provides expert technical advice to management and administration on complex accounting or financial issues. Recommends actions or alternatives to be taken by management based on accounting or other financial data.
  • Provides administrative direction in developing comprehensive accounting or financial systems, policies, and procedures and ensures compliance with applicable rules and regulations. Manages or assists in managing the development, adaptation, and revision of specialized accounting or financial systems to meet the needs of an institution/agency.
  • Analyze and manipulate financial data from office and university systems to generate reports and disseminate them across campus departments on an adhoc and scheduled basis.
  • Handle the financial reconciliation and allocations. Reimbursement and analysis related to the UIC Global program/Shorelight Education contract in accordance with contract terms and conditions and prescribed procedures.
