    Opening Date: 11/29/2023The City of Salinas invites qualified candidates to apply for the position of Associate Engineer.

    This recruitment will be used to establish a list of qualified candidates for current and future Associate Engineer vacancies in the Public Works department.

    In addition to base pay, this position is eligible for education incentive pay of 2.5% for a Bachelor's degree and 2.5% for a job-related graduate degree.

    A wage increase of 4% is effective in July 2024 and a 2% increase effective in July 2025.


    SPECIAL INSTRUCTIONS:

    Summary of Duties:

    The Associate Engineer assists in the oversight of a division and management of consultant contracts, programs, and assigned personnel.

    Coordinates the engineering, planning, design, construction, and operation activities between multiple departments and agencies.


    Distinguishing Characteristics:
    This is an advanced journey level job in the engineering series of the Public Works department.

    This position has experience and expertise to perform more complex, supervisory, and managerial tasks with greater independence and limited supervision.


    Supervision Received and Exercised:
    Receives general supervision from a Senior Civil Engineer, Traffic Engineer, or Department Director designee. Exercises supervision over lower-level professional engineers and technical personnel, as assigned.

    Essential Job Functions Oversees, supervises, and directs a wide range of engineering projects; works with multiple agencies and groups to complete projects, programs, and initiatives on time and within the budgetary guidelinesAnalyzes, designs, prepares, and reviews plans, specifications, cost estimates, reports, studies, and surveys; performs engineering calculations and provides a wide range of engineering support for projects; reviews and approves invoicesSupervises assigned employees within the division, offers guidance and direction, ensures proper training, performs evaluations, and provides other supervisory support Schedules, coordinates, participates in and/or leads a wide range of meetings and conferencesEngages professionally with other departments, governmental agencies, City staff, and others to promote quality service and professional standardsPrepares presentations, creates, and disburses advertisements, and engages with the public, staff, and outside entities to maintain strong communicationCoordinates and collaborates with other divisions and departments to assist and support various projectsDevelops and reviews staff reports, agreements, and grant applications; administers grants and budgetingServes as Resident Engineer for construction projectsPerforms construction inspections and public works inspections; serves as construction manager for projects; oversees and responds to submittals, requests for information (RFI), contract change orders, requests for payments and construction schedules Provides technical input and support to Senior Civil Engineer, Traffic Engineer, and City EngineerPerforms other duties as assignedIn addition to the duties listed above:When assigned to the Traffic DivisionMonitors, maintains, and manages the traffic signals, signage, and roadway markingsResponds to service requests, performs studies to determine new traffic control that may be warranted, and implements timing plans for current traffic signalsSolicits and reviews estimates for repairs, schedules maintenance, and determines which equipment is neededManages the City's residential permit parking programs, downtown parking district and special curb markings program; supports parking enforcement as assignedManages the City's Neighborhood Traffic Management ProgramResponds to traffic calming requests, oversees traffic calming studies, prepares prioritization reports, leads the community development process, and manages the construction of traffic calming improvementsWhen assigned to the Water, Waste & Energy DivisionOversees management of water quality including interpretation of lab data and sampling results as they relate to facility operations and compliance reportingApplies engineering principles and performs related studies, cost estimates, reports and evaluation to sanitary sewer collection and stormwater drainage systems operations.

    Researches and keeps apprised of new industry methods, materials, and equipment along with legal, technical, and regulatory requirements as they pertain to the divisionDesired abilities also include experience with energy and solid waste programs and a broad-based environmental engineering background.


    Minimum QualificationsKnowledge of:
    Principles and practices of applicable civil engineering, traffic engineering, construction management, and managementEmployee training, supervision, and delegation; supervisory roles and responsibilitiesPrinciples of project and program managementApplicable Federal, State, and local regulations and laws; permitting processBudget management and basic accountingCollege level English writing and grammarProfessional software literacy with design software (AutoCAD and Synchro)

    Skill in:
    Reading plans, interpreting plans, and understanding specifications and standardsManaging multiple projects at one timeManaging a division and budget with limited supervisionPublic speaking and communicating clearly and concisely verbally and in writingPreparing concise, comprehensive, and accurate written reports, presentations, and correspondenceUnderstanding regulations, laws, ordinances, and codesSupervising, training, and evaluating assigned staffEducation: Bachelor's Degree from an accredited college or university with major course work in civil engineering or other related engineering discipline

    Experience:
    Three years of engineering experience, including one year of supervisory experience

    Licenses and Certifications:
    A valid State of California Driver's License; must be a registered Civil Engineer in the State of California. Employee must complete AB 1825 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.

    Physical, mental, and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines, and consistently stand or walk up to four hours per day as required.

    Vision sufficient to read fine print and display monitors; hearing sufficient to conduct conversations occasionally over the noise from groups of people, in-person, and using the telephone; speaking ability in understandable voice with sufficient volume to be heard in normal conversational distance, occasionally in crowds of people and for addressing groups; physical ability to push, pull, squat, twist, turn, bend, stoop, and reach overhead; physical mobility sufficient to move about the work environment, walk on uneven surfaces; physical strength to lift twenty pounds from the floor; physical stamina sufficient to stand, walk and/or sit for prolonged periods of time; mental acuity to collect, interpret and analyze data, reason, define problems, establish facts, draw valid conclusions, and make valid judgments and decisions.

    Working environment is shared between an office and outside.

    Subject to sitting at a desk or standing at a counter for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal.

    Work outdoors under adverse conditions in heat, wind, cold, and rain. Work in and around potentially hazardous substances including pesticides, herbicides, and motor fuel. Must drive a vehicle and travel for meetings, seminars, and classes.
