Program Operations Analyst
Anticipated Starting Salary Range:
$75,000 - $90,000
Starting Salary Commensurate with Qualifications and Experience
The State Corporation Commission's (SCC) Health Benefit Exchange (HBE) division seeks a Program Operations Analyst interested in a rewarding public service career.
This position offers the unique opportunity to join Virginia's recently transitioned state-based exchange and will join a growing professional team.
The Program Operations Analyst will assist the IT Operations Manager with supporting the day-to-day operations of the HBE division.Additional responsibilities will include:
- Managing small projects and interfacing with other state agencies to provide enhancements to the HBE Platform and the organization objectives
- Developing, maintaining, and managing a comprehensive annual operational calendar and projects schedule for the HBE Division
- Tracking events, impacts, and changes in the IT operational schedule to allow for the management and prevention of delays
- Supports process and policy development for all areas of the HBE and maintains repositories of all HBE policies and procedures
- Developing and managing tools to track operational risks, issues, decisions, and action items
- Overseeing the risk management process, including ensuring appropriate mitigation triggers and strategies are defined for all potential risks
- Leading the IT Operations team through regular risk reviews and analysis
- Overseeing the issue management process in JIRA and in the HBE's internal ticketing system, ensuring that issues are properly categorized, logged, and resolved timely
- Tracking action items and assignments to ensure timely completion
- Collaborating with crossfunctional teams to analyze operational processes and workflows for gaps and efficiencies
- Creating and managing work plans for the HBE's operations including defining, assigning, and tracking essential operational tasks from inception to completion by using standard Microsoft tools
- Collaborating with HBE vendors and internal stakeholders to develop, maintain, and execute project timelines and system enhancements schedules
- Identifying business challenges and opportunities for improvement and solving for them using analysis to make strategic or tactical recommendations
- Participating in User Acceptance Testing (UAT) for HBE platform releases
- Providing IT operational support for requirement analysis gathering, change management activities and HBE platform releases
- Creating presentations, dashboards, and reports for HBE leadership team
- Performing related work as required
The Program Operations Analyst position offers a hybrid work schedule (generally 3 days of telework and 2 days in-office per week) as well as a variety of professional development and training opportunities.
Preferred Qualifications
- Considerable professional experience in IT program management environment and/or in an IT software operations environment
- Considerable experience and demonstrated expertise managing projects for software enhancements to meet critical timelines
- Experience managing software enhancements projects
- Experience working with multiple external vendors and stakeholders to plan for and execute operational activities and software enhancements
- Strong organizational, analytical, and problemsolving skills
- Knowledge of project management methodologies, policies, and procedures
- Excellent verbal and written communication skills and the ability to communicate effectively with HBE vendors, various user groups, and stakeholders
- Ability to multitask and manage many tasks simultaneously in a fastpaced operational environment to meet deadlines
- Strong attention to detail and the ability to interpret data, information, and technical documents
- Ability to understand operations, processes, and systems and recommend improvements to enhance performance
- Ability to maintain effective working relationships with SCC staff, outside agencies, and HBE vendors and partners
- A bachelor's degree in business administration/management, information technology, information systems, or a related field
- Project Management Professional (PMP) preferred
- Any experience working in IT for Virginia state government is a plus
