- Application Assistance Specialists shall have extensive experience in the FEMA Grant process for providing Hazard Mitigation professional staff support.
- shall perform tasks primarily through virtual connection but should be available if deployment to Tennessee is required in the performance of all actions outlined in this scope of services. Such actions may include, but not be limited to, assistance in providing Application Assistance Applications that are needed by local government to apply for Grant funding, site visits, and progress reports.
- shall be able to communicate with local, state, and federal officials at all levels
- shall be able to write, review, and amend Applications, as needed
- must understand and have thorough knowledge of the Stafford Act, current FEMA policies and procedures; including but not limited to Hazard Mitigation Program and Policy Guide, 2 CFR procurement requirements, and FEMA's Hazard Mitigation Application requirements including all facets of both
- technical and environmental and historical needs, FEMA Application Review Tool (ART), documentation requirements, and the new FEMAGo system for application submission in the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) Grants.
- Personnel must be able to use previously stated law, regulations, and policy to assist local government (sub-recipient) with all facets of Application Development from pre-application submission to application completion and ready for submission to FEMA.
- State and Applicant experience in the Federal Emergency Management Agency's Application ART Tool.
- Work closely with Tennessee Hazard Mitigation Team to balance needed actions.
- Maintain weekly communications with assigned applicant(s), including a specific local government.
