    Summary You will serve as a PROGRAM ANALYST in the NAVAL INFORMATION FORCES of NAVAL INFORMATION FORCES.

    Responsibilities You will serve as a program analyst and advisor for all Nuclear Command, Control, and Communications (NC3) issues related to NAVIFOR's areas of responsibility.

    You will develop Program Objective Memorandum (POM) submissions for the procurement and Life Cycle Support of new equipment and/or upgrades to existing systems related to NC3.

    You will serve as the liaison to U.S Fleet Forces Command (USFF), responsible for the communication, coordination, and integration of the NC3 program in the Fleet's business practices and daily routine.

    You will establish milestones, anticipate and analyze issues, monitor adherence to project scope, requirements and schedules and establish and maintain a TYCOM issue and risk assessment log.

    You will serve as Subject Matter Expert (SME) in NC3. You will attend US Fleet Forces (USFF) meetings focused on NC3 and brief the commander on all relevant issues.

    Requirements Conditions of Employment Qualifications To qualify for the PROGRAM ANALYST, GS , your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    Experience applying comprehensive knowledge of developing training resource guidance and assessment of training performance and effectiveness to accomplish training program objective and goals.

    Experience conducting qualitative and quantitative assessments of individual training and readiness functions in order to develop solutions to isolated problems.

    Experience applying basic statistical analysis principles in order to accurately analyze various individual training and readiness elements.

    Experience applying science, theory, and clinical knowledge for the purpose of understanding, preventing, and relieving psychologically based distress or dysfunction and to promote subjective well-being and personal development.

    Experience identifying and being able to analyzes problems. Experience weighing relevance and accuracy of information. Experience seeking/generating and evaluating alternative perspectives/solutions. Experience making timely/effective recommendations, based on potential implications of findings or conclusions.

    Experience evaluating and to identifying causes of problems, and being able to correctly choose courses of action that balance the interests of the mission and stakeholders.

    This position requires evening and weekend work. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.


    ICTAP Applicants:

    To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
