    Summary

    This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves in the Project Management Branch for JS J7, DD JT, EOD, responsible for providing expertise in the areas of planning, programming, budgeting, and execution (PPBE) systems and processes.

    Duties

    As a PROGRAM ANALYST (RESOURCES) at the GS some of your typical work assignments may include:
    • Serves as the Program Analyst for the Project Management Branch developing Program Objective Memorandum (POM) and Budget Estimates Submission (BES) input for the Environment Operations Division budget line items and prepares and/or reviews all program description and justification documentation.
    • Reviews and interprets Joint Chiefs of Staff (JCS), Office of Secretary of Defense (OSD), Office of Management and Budget (OMB), and Congressional policies and regulations for the justification and submission of budget estimates and provides guidance to senior management and project leads.
    • Provides expert advice and guidance to program and line managers on the interpretation and the formulation of budget estimates and requests in support of the five-to-seven year development of the program.
    • Utilizes proven management techniques to develop work breakdown schedules, Program Evaluation Review Technique (PERT) or critical path charts and other project management documents.
    • Plans, analyzes, formulates, justifies and presents a multi-year budget that impacts support to Combatant Command and Service joint training exercises and events and the joint training infrastructure and data center.
    • Reviews long-range budgetary and program requirements to assure their conformance with established Joint Staff policies and the intent of Congress.
    • Manages program execution to ensure all actions are in compliance with approved plans and programs.
    • Evaluates total program execution to detect potential financial problem areas and initiates corrective actions.
    • Prepares financial and procurement packages for incorporation into the Joint Staff financial system that will then be vetted up through the finance office and to the Joint Staff Comptroller before sending to the contracting agency.
    • Identifies data requirements for effective program evaluations and means for obtaining data from multiple sources to include Program Managers, Project Managers, Engineers, Technical SMEs, and Joint Exercise planners.
    • Develops standardized criteria for program evaluation profiles, summaries, reports and comparative analyses. Evaluates cost performance and hours analysis of current contracts.
    • Serves on contract technical evaluation boards to review contract bids and assists the contracting officer in evaluating best acceptable approach and bid.
    • Functions as contracting officer representative (COR) or Senior Technical Monitor for assigned contracts and contract tasks, as required.
    • Serves as one of EOD's Joint Travel System Approving Officials to review, validate, authorize, and certify travel authorizations and vouchers.

    Qualifications

    You may qualify at the GS-14, if you fulfill the following qualifications:

    One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
    • Administered financial and management techniques for Exercise and Engagement Training Transformation Joint Training programs and projects related to funding resources, manpower management, organization and mission, and long-range planning.
    • Utilized Federal budget procedures/processes and the DoD Program Objective Memorandum (POM) to manage the Planning, Programming, Budgeting and Execution (PPBE) of related unit actions for evaluation of mission and function capability.
    • Applied legislative and regulatory policy guidance to budget processes for formulation, justification, and execution of all appropriations.
    • Reviewed, authenticated, and ensured travel resource allocations are executed utilizing the Defense Travel System (DTS).
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
