Duties
The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency, is looking for a talented Deputy General Counsel who can make a professional difference in the Nation's Capital.
The mission of the Public Service Commission of the District of Columbia is to serve the public's interest by ensuring that financially healthy utility companies provide safe, reliable, and quality utility services at reasonable rates for District of Columbia customers, while fostering grid modernization, conservation of natural resources, preservation of environmental quality, and advancement of the District's climate policy commitments.
Incumbent works under the general supervision of the General Counsel, who makes assignments in the form of broad objectives to be achieved.
Incumbent assists in the preparation of individual and team performance plans for the attorney-advisors and determines whether performance objectives have been met.
Incumbent may also be required to carry a caseload.Work prepared by or under the incumbent's supervision is reviewed by the General Counsel for soundness of approach and application of legal principles; thoroughness of the issues developed, and conclusions reached; consistency with agency policy and practices and for results achieved.
Incumbent keeps the General Counsel informed on all matters which he or she may be called upon to discuss.

In this role, you will be responsible for the general supervision of the attorney-advisors and support staff. Distributes work to attorney-advisors and manages ongoing caseload, including keeping abreast of all filings in assigned cases/matters.
Monitors work-in-progress to ensure that the approach, analysis, strategy, and work product is timely and appropriate, reviews all drafts for soundness of approach, application of legal principles, consistency with agency policy and practice, and thoroughness.
Incumbent will establish priorities and objectives in consultation with the General Counsel.Performs a wide range of duties associated with regulating the telecommunications and energy industries in the District of Columbia which may include writing orders, preparing legal memoranda, researching legal and policy issues, providing oral advice, writing testimony, and representing the Commission before local and federal agencies as well as both local and federal courts.
Provides sound legal advice to other staff on routine and complex matters, as necessary. Keeps abreast of judicial, legislative, and administrative developments and recommends an appropriate course of action to the General Counsel.Incumbent is required to have a thorough knowledge of civil and administrative procedure as well as knowledge of energy law, public utility regulation, statutory construction, rulemaking, and government contracting.
Qualifications and Education
Incumbent is required to have a thorough knowledge of the legal aspects of the operations of the Commission and its relationship to various courts.
A thorough knowledge of legal work, including litigation before federal courts and various administrative agencies related to energy law, public utility ratemaking, legislation, regulations, contracts, policies, practices, and procedures in connection with the utility regulations and functions.
Knowledge of D.C. Government budgetary policies and procedures, D.C. personnel regulations and D.C. Bar Rules sufficient to provide expert legal advice to the Commission. Ability to apply the appropriate procedures and policies to a variety of situations and circumstances. The work consists of broad functions and processes in the legal and advisory field. Assignments are characterized by the breadth and intensity of effort.
The incumbent must have a law degree from an American Bar Association (ABA) accredited law school and must have at least one (1) year of related specialized experience at or equivalent to either LA or
LXgrade levels in the District of Columbia government service.
This entails substantive experience in providing legal advice on complex and sensitive issues to high-level executives and officials in a government agency or other entity.
It may also involve managing or supervising a legal team.Licenses and Certifications
The incumbent must be a current member in good standing of the District of Columbia Bar or be eligible for waiver into the bar.
The work is performed in an office setting.
