Job Duties


Effectively manages the Mail Services Unit and staff to ensure incoming and outgoing mail is received and delivered to the appropriate party timely, efficiently and in accordance with the United States Postal Service, Department of Labor, state and agency policies, procedures, and standards.

Administers and oversees the mail services contract and monitors inventory for envelopes and forms.

Controls production and operation of mail machines, monitors employee use and performance, and ensures maximum postal savings.


Reviews, analyzes and reconciles data from manual and automated sources to the Mail Management System, and postal accounts with USPS and mailing contractor.


Uses an automated system to order basic office supplies, charge expenses to appropriate funding codes, manage inventory, and document shipping and receiving actions.


Ensures all eVA purchase orders are received as stated in the eVA order; information is updated in eVA; issues are resolved; documentation is submitted; and goods are delivered to appropriate party in accordance with contract and established requirements.


Minimum Qualifications


Knowledge of mailroom practices and procedures; mail meter and delivery equipment; basic office practices and procedures; basic USPS requirements related to automated mail and mail delivery services; shipping, receiving and distribution processes and guidelines; and related safety and security requirements.

Good supervisory, customer service, time management, oral and written communication and organizational skills.

Ability to manage mail room operations in accordance with established agency protocol and safety regulations; use automated system to enter, track and maintain data; manage inventory to meet customer and business needs; handle shipping, receiving, and distribution related activities;

Ability to manage and supervise staff; work effectively with vendors, staff and end users to respond to requests and address problems; summarize, analyze and interpret data to reach logical conclusions; and deal courteously and tactfully with co-workers and the public.


Ability to stand for extended periods, lift up to 50 pounds, walk, drive, and perform routine manual duties repetitively throughout the day.

Valid Virginia Driver's License and good driving record, as local travel is required.


Additional Considerations
Considerable work experience in the areas of mailroom operations, shipping and receiving.

Supervisory experience working in a mailroom.
